OVERVIEW AND DISCUSSION OF FY2024 CAPITAL REQUESTS 1. Ratify Same Agenda Item for Prior Meeting (Dec. 8,2022) Discussion Welch—There was a posting issue for that meeting.We need to ratify our discussion. Motion Motion to ratify December 8`''meeting and discussion. (made by: Kaizer) (seconded) Roll-call Vote Carried 5-0//Kaizer,Kickham, Hussey,Vieth, and Welch-aye 2. RORI Completion/Discussion Discussion Welch—Had feedback that had a miniscule change on the overall and deviations. Reviewed list of projects to be discussed today.Asked if the trench and technical equipment was requested to be held for an out year. Cannel—No,just the SCBA trailer. Vieth—She has questions about Miacomet Pond. Kickham — There seems to be a lot of argument against pushing forward with the Underground Wiring Feasibility Study; but it comes back year after year. He feels there's some merit to doing an area or having a fund to investigate it. We can put it off until there's better coordination. Welch — It'll probably be an out year; perhaps there will be an area specific plan. Suggested recommending having Town Administration to reassess if they might want to do this on a limited scope with a rationale for a pilot area. (made by: Hussey) (seconded) Roll-call Vote Carried 6-0//Hussey, Kaizer,Rector,Kickham,Vieth, and Welch-aye Welch —Admin: EV (electric vehicle) Charging Stations, asked if someone wanted to discuss this. Kickham—He's curious about people's opposition to this. Kaizer—He doesn't think it ranked out given the dollar size and need. He'd probably support this. Rector — He wonders why they aren't charging at the public stations; that's something the Town needs to figure out how to do. Kickham — He'd like to think the Town is being proactive. Thinks that as the infrastructure goes in,we should charge for their use. Vieth— She ranked this pretty high as we are seeing more and more of them on Island. If you think waiting is a good idea, she can support it. Welch— His concern is the public charging stations are being installed in areas highly popular during the day in the summer; they take away a couple of parking spaces. It's not our job to mandate a policy to charge but it is our job to recommend the need for a policy. We're talking about the expense of another electric cable coming over from the mainland. Kickham—The use of EVs is going to grow. Infrastructure wise, these might not be the best locations.With this cost,it's short money with a high rating from Town Administration. Welch—As a matter of social policy, the costs are "a drop in the bucket." Kickham — Ideally, everyone who owns an EV should have the means to charge it at home. However, there is an obligation for the Town to provide the service for people renting vehicles or using Town vehicles. Vieth — Doesn't disagree about charging for their use; however, people are putting them in their homes. It would be good to know if gas stations are putting them in. She wants to support it because we're encouraging it. Rector—He got the sense it was about having them in accessible locations;wonders if they are getting utilization statistics on the ones we have. Do we need them or is it convenience. It doesn't incentivize hotels to put in charging stations. Perhaps the Town should enter into a program with hotels where we subsize their installation. Kickham —He doesn't foresee the need for a huge Town infrastructure of these; he does see supplemental infrastructure for them. Hussey — Four of the charging stations are for Town EVs. He would propose moving it forward. Welch—There is consensus to advance this and that a long-term plan be resolved. Vieth—If we're not doing Level II chargers, she doesn't want to support this. Welch—We can add to the recommendation that they be Level II chargers at a minimum. Motion Motion to advance EV Charging Stations per CapCom recommendations. (made by: Kickham) (seconded) Roll-call Vote Carried 6-0//Kickham,Hussey,Kaizer, Rector,Vieth, and Welch-aye Welch—Airport EV charge stations are a couple below the low end. Vieth — She doesn't think the plan is thought through completely; she encourages revisiting next year. She doesn't feel comfortable approving that until the rental cat companies say there is a demand. She also has issues with solar arrays at the Airport, and HDC should weigh in. Kickham—Agrees with Ms.Vieth;it might be good to hold off on it for an out year. Kaizer—There are some aspects that might be nice to move forward but there are other parts that still have issues. Kickham — The $1.2m is a lot; much of it might pertain to aviation but it's still a lot for infrastructure. It's not an insignificant amount;however, the Airport has no infouuation on the direct-pay model. He'd want to understand how it relates to the current direct-pay model for fuel and the industry trends and if it would detract from the plane fuel revenue. On the airline side, it goes directly to the operational aspect of the Airport income stream. He wants a better understanding of that. Kickham—The infrastructure should in here; they've always had problems with paid parking. Vieth—We all agree we don't really know if the customers need it. Rector — Looking back through this, he doesn't seen anything about charging airplanes, just ground vehicles. He would like an update with that information. Welch—Mr. Rafter did talk about airlines when he presented to us. Kickham —This request is also for infrastructure to up in aviation-related stations; they aren't purchasing the units now. He's happy to sit on this for a year; we'd be more knowledgeable about the subject and the airport game plan. Motion Motion to Hold for outyear with additional information. Kickham—He's struggled with replacing staff vehicles. Welch—He agrees; if it's ranked high by the department, they need it. He's okay with it going. to an outyear Motion Motion to move to an out year. As he recalls, this is an older-model vehicle and that they are short a vehicle. Motion Motion to move to an out year. Supplemental funding with potential grant funding;asked if they're also looking for abutter donations. Carmel—She updated some of the information and increased the dollar amount. The full cost is $4.8m; of that, we approved $354,000 for design and engineering at ATM 2019. This supplemental funding should be for the full construction. The grants total $2.6m requiring an 80-20 Town match. Kickham — Mr. Reed said they were going to approach some of the abutters; but this is an extension of a critical bike path, and though it serves a small portion of people,it's a tight road. It would be nice to consider this close to the completion of the design process. The grants are desirable. Rector — This went before NP&EDC and was received favorable. He believes there's significant public buy-in around $1m;pushing to an outyear might lose that public support.We were also shown a video of bicycles and cars indicating the dangerous nature. Welch—Agrees with respect to use; the bike path serves a small contingent, however, there's a lot of traffic on the road as well as being a narrow, winding road. Mr. Reed will need to verify public support. Kickham—The bike path is beneficial to pedestrians, cyclists, and motorists as well. Rector—Cited ways the multi-use path would help different groups. It's more expensive that the Airport housing. Welch— He thinks that would depend on the nutrient loading and degradation. He'll forward the email to her. It's expensive but with ponds, but with him, it's proof of concept; well know with the next request. That's not so with the Airport housing. Vieth—It's been blamed on fertilizer use but there has been no scientific proof that it is. Welch—He believes that it's the sediment and turning that causes the problem. Rector—With sediment, the pond nutrifies over time and encourages unwanted plant growth while smothering desired plant growth. There will come a time you will have to do this again; that is a different conversation and guess work. If it's a function of how much we're spending this year,it might be able to wait a year;however, the longer you wait the more the build up. Welch—This is in the hopper;asked if anyone wants to change that. Kickham—For the significance of what Natural Resources is trying to do, $4m is short money and well worth the opportunity to see the outcome. Welch—Second scale is ranked medium with no legal requirement or threat. Kaizer—If you're waiting in line,it's frustrating. Feels it is needed and will be an improvement. Report-writing Workgroup Updates: Welch—Mr. Turbitt confirmed that funding sources are being resolved for State Certification in January. That fits into our report-writing schedule.
