None III.APPROVAL OF MINUTES 1. May 19,2022 Action Motion to Approve. (made by: MacNab) (seconded) Roll-call vote• Carried 4-0//Lepore,Murphy,MacNab,and Visco-aye IV. DIRECTOR'S REPORT 1. Received the newest Wastewater Report;we're seeing same the bump in cases as this time last year, about 15 cases a day. No hospitalizations so far. It's lower than the spike experienced last month. 2. Working with Dr. Snow regarding Tick-borne illnesses. Saw 217 illnesses last year. This year to date we have 3 Anaplasmosis, 1 Babesiosis, and 7 Lynie cases. We're looking to get much more information out and education. Our new Public Information Officer (PIO) should be able to renew our educational campaign. Only the reported cases are indicated in today's "Daybreak" and then only for residents. Stage 3 clinical trial is ready to deploy at the offices of Dr. Neuremburg and Dr. Lepore. Lepore-She's concerned that cases will go up this year. If lots of people sign up for vaccines, that will help. Discussion Santamaria-They haven't responded to the Barnstable letters. Need approval to start fining Action Motion to Accept the letters request from Barnstable County for 10 Pippen's Way, 113 Wauwinet Road, and 180 Polpis Road. Variance 17 Osprey Way, 83-15—Local BOH Reg 56.02A bedroom credit Sitting Visco,MacNab,Lepore,Murphy Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria—This is in the Hummock Pond Watershed;it will create a net negative nitro use but asking for one bedroom.We have granted these previously. Action Motion to Approve the variance. PUBLIC HEARING Codification of BOH Regulations Sitting Visco,MacNab,Lepore,Murphy Discussion Santamaria — This means the BOH regulations will be updated to match all the format of all Town regulations. It changes the chapter numbers and names and page numbers. Action Motion to open the Public Hearing at 4:50 pm. (made by: Murphy) (seconded) Roll-call vote Carried 4-0//Lepore,Murphy,MacNab, and Visco-aye Murphy—Suggested the new PIO put together a FAQ for the website. Santamaria — Our PIO and the Town PIO will be working together to put everything in one convenient location. Select Board member Matt Fee suggested creating a new homeowner's guide to be given out with every home purchase. Action' Motion to Close the Public Hearing at 4:53 pm. Fertili7er Regulations Sitting Visco,MacNab,Lepore,Murphy Discussion Santamaria—There will be no changes to the regulations. On Monday afternoon,Town Counsel informed us they talked to Massachusetts Agricultural Resources; the window closed in 2014. The article amendment would have preempted that but because it died on Town Meeting floor, so did the regulation. The way to alter the current regulations would not be to the regulations;we could work with University of Massachusetts to do alterations to the Best Management Practices; that would be policy changes only. The Fertili7er Advisory Committee decided they should disband; they will continue to work on education and outreach but not as a Town board. Their point of contact will be through the new Environmental Contamination Officer, who will liaise with that group. Murphy—Suggested having a group of stakeholders to do the education and outreach. Santamaria—He will be working on that with Emily Molden, Nantucket Land Council, as they are one of the largest stakeholders. Page 2 of 3 BOH Minutes for une 16,2022,ado.ted ul 21 r I. BOH BUSINESS 1. Immuno-Enhanced Mice update MacNab —We have a steering committee; asked the Board what they want to do with the committee. The reality is Massachusetts.Institute of Technology (MIT) team has been very open and presented to everyone. Asked if the board wants to continue the steering committee, is it needed, and how does BOH want to manage the MIT project. When we started this, we didn't know the relationship; he doesn't think we need the steering committee anymore. Town Meeting has to approve introducing the mice before that is done. He has a couple of people interested in the committee,but he doesn't like having a committee that doesn't do anything. Santamaria—He's been happy with how MIT and the crew has managed the program. Murphy—So long as someone has their finger on the pulse and can keep the BOH informed. Santamaria—He'd be happy to do that. MacNab—This project needs a safety board made up of 3`d-party experts;he has some recommendations. Action Motion to temporarily disband the steering committee.
