October 28, 2021 Motion No action at this time. Roll-call Vote N/A III. OVERVIEW AND DISCUSSION OF FY2022 CAPITAL REQUESTS & OUT-YEAR 1. DPW Solid Waste Enterprise Discussion Durovich — Request 8 new sets of 4 "big bellies", which are solar-powered, smart, compacter waste receptacles, for the fields and the State Park for$151,034. Bridges—Asked how long before they pay for themselves. Durovich—She doesn't know that. Welch—Asked about the service required, can it be done by DPW's own staff, through IT or is a service contract required. Suggested,if the DPW anticipates more units are to be utilized,that they be programmed into the out years in addition to replacements due to service life of the units themselves. Durovich—The service cost is built into the request numbers and our staff can do it. 2. DPW Fleet LaFleur— Summarized the fleet-associated requests: 2 Ford Rangers $96,000; Skid Steer Loader $72,000;Ford F 350$68,000;Ford F 550$80,000;Installation of Forestry Package for Cat Ski Steer $50,000; and Tandem Vibratory Roller $50,000. Two items didn't make this list because of the supply chain issues and inability to get quotes: a Ford Mechanic's Truck and Mini Sweeper. Bridges—He got confused on the Skid Steer Loader and the accessories package. LaFleur—Explained what the Forestry Package is for an existing Skid Steer. The new Skid Steer is to replace an 18-year-old skid steer. Kaizer—He doesn't see any supplemental documents in the requests;that might have clarified the questions. Sears —Due to the shortage of staff, this list has only just gotten to us. Each Capital Request has a preliminary estimate;a proper quote is forthcoming with appropriate documentation. Hussey—Suggested Mr.Arceneaux and his staff review the priority. Sears—He added the priorities. 3. DPW Facilities Arceneaux—Campus Wide Improvements are being moved to FY2024&FY2025 when we have a new director on board. 4. DPW Transportation. Arceneaux — We need time to do a better assessment. Summarized requests: Sidewalks Improvements $1.1m. Road improvements $2m; Multi-use Path Maintenance $250,000; Cobblestone Improvements $525,000; Milestone Bike Path Extension (Monomoy to Polpis) $600,000; Washington/Francis/Union Street Intersections Improvements $500,000; Decommission Fire Cisterns' $175,000; and Pleasant Street Repavement and Sidewalk Improvements $2m. Welch — We'll skip discussion of outyear transportation requests until we have a transportation planner. • Kickham—With some of these,we look at year-to-year productivity. Arceneaux—For the past year,manning has been a substantial issue; our attrition rate since 2018 has been atrocious. Welch—As a matter of formulating our recommendation,we look at the reasonable possibility of the requested money being used in the coming year.Mentioned that this provides everyone a sense of accountability regards year-to-year spending. Kaizer—Asked how often the plans are updated. Arceneaux—Discussions are still underway;ideally,we want a 5-year outlook on every service. Kaizer—The Improvement Plan accounts for 3%increase but actual increase looks to be 20%. Arceneaux—We will be working with Finance on being able to show our expectations on costs for FY2025. Sears—The 3%is based upon legacy. He will fix that. Arceneaux — We want to make improvements on the Washington-Francis-Union intersections; we don't have the plans for a full redo of the,area. Sears—The Town Manager moved$1.6m out to 2025 for a plan incorporating Coastal Resiliency Plan. Welch—With the larger ticket items related to Coastal Resiliency,CapCom will want to do a follow- . up once plans are solidified. 5. Parks and Rec Master Plan Sears — The actual implementation of the plan has been moved out 1 year,and Town Manager asking for studies taking Coastal Resiliency in consideration. Welch—On the skate park, asked why that's not under schools. Sears—He doesn't know the answer to that;this was added at the request of Town Manager. Arceneaux—Since he arrived,he's been told the Skate Park is the DPW's responsibility. IV. RORI REVIEW, RESOLVE OUTSTANDING ISSUES Discussion Welch—Reminded membership that RORIs are due very soon to maintain our schedule including to provide Select Board and FinCom our preliminary"up/down" list in mid-December. Hussey —The Airport housing request, asked who the housing is intended for: anyone on their employment list,who will fix it, and how it would be funded. Page 2 of 3 CapProCom Minutes for November 18, 2021,adopted Dec. 16 Sears —The housing is for senior staff and first responders from other departments when there's availability. We have not yet determined funding sources at this time; it'll be retained earnings or borrowing. Welch — Our final recommendations will indicate any differences between the initial request numbers and final numbers. Kickham—Asked if there are any new RORIs. Welch—The DPW fleet requests are now loaded,but without supplemental information. V. OTHER BUSINESS 1. Green Sheet/Committee Reports a. None 2. Good of the Order a. None 3. Welch— Given we had to cancel a couple of meetings and work we need to complete on RORIs as a group,we may be adding another meeting;he or Mr.Sears will be in touch about a date.At that meeting, we will address RORIs as a group.
