Thursday, December 31, 2020
This meeting was held via remote participation using ZOOM and YouTube,
Pursuant to Governor Baker's March 12, 2020 Order Regarding Open Meeting Law
Called to order at 10:00 a.m. and Announcements made.

II. FUNDING SOURCES FOR FY2022 CAPITAL REQUESTS
Discussion Welch—Asked Mr. Sears to walk us through the Town Manager recommendations on funding
sources. If we are not in concurrence,we can discuss adjusting it.
Sears — The Town Manager and Finance Director determined they would limit spending of
Free Cash to $5m. Talked at length about the Facilities Borrowing Mechanism (FBM); it is
borrowing but is funded by Free Cash each year. He doesn't see many inconsistent items.
Welch — Most of this year's requests are repeats from last year. Traditionally, with new
requests, we would look at funding sources in context with individual

of how different types of requests are funded. Then
think we need to do that this morning. He's comfortable with moving forward with a general
discussion. CCTV Phased Work from last year was a Capital Exclusion; it came up because we
want to free up Free Cash and this year it is recommended funding from Free Cash.
Turbitt — We limited Free Cash to $5m due to what's happening and looked at Capital
Exclusion and tried to balance the use of both on an annual basis. This year, the CCIA- Phased
Work fell within the parameters of Free Cash. Every year we have a rough idea of what we
want to use the Free Cash for; Capital Exclusion has been mostly used for vehicles.
Hussey—Asked if any figures have changed since Mr. Sears' presentation to the Select Board.
Sears —No amounts have changed noted CapCom's recent
Welch — In response to comments about recommendations aligning,

vote disagreed with the Town Manager's recommendation of funding the Nobadeer Field
House in FY22.
Sears — Mr. Turbitt and I want to bring that up today because CapCom voted it to an out year
when the Town Manager recommended the current year.
Turbitt — He thinks the Town Manager's intention was to bring that supplemental funding to
Town Meeting since the project has been on the books for 4 to 5 years. Due to the size and

Welch — Thanked Mr. Turbitt for the supplemental information. Asked that, if anyone

Hussey—After hearing Mr. Turbitt's presentation, he's good with reconsidering this.

Welch — Asked Mr. Turbitt if the annual requirement of 1(' of local receipts and 1'„ of Rea:
:state and Personal Property are included under Raise and Appropriate.
Turbitt—Yes;it for the Bulkhead and the Loran Housing.
Welch — There are a few straight borrowings for sidewalks and tire engine 4; asked if those are

Turbitt—Yes; they are supposed to be raised within the Lew- Limit; they aren't supposed to be
Debt Exclusions. Not sure how this impacts CapCom's overall recommendations, hut he'
putting paperwork together for a Supplemental Request from the _-airport for the Fuel I-ai,n
Repair. They came in about $1.3m over the engineer's estimate; they have the money to pay for
it through either Retained Earnings or the Fuel Revolving Fund. Asked if he should present it
at the next meeting.
Welch — Yes, waiting will give us time to notice it on the next meeting agenda and we can do
our RORIs and have a discussion and vote on it at that meeting.
