Santamaria, Health Director;A. PUBLIC COMMENTS-ANY MEMBER OF THE PUBLIC MAY ADDRESS COMMISSIONERS AT THIS TIME 1. Bill Grieder - Thanked Mr. Crowley and Ms. Barrett for looking into concerns about local Regulation 51 and posting the latest on the website. Asked for a follow up about time frame on Madaket Sewer as related to I/A installation and if that will be part of Regulation 59 or Regulation 51. Crowley-The I/A policy was written in 2015 and amended to change the grace-period years. It isn't part of the regulations. Santamaria-We can post the policy on the regulation page of the website III. Emergency Order 13 came in about a week ago; the Health Department has since issued about 11 citations totaling about $1100 and a significant number of tickets. People are starting to pay attention. Today had 3 new cases: 1 associated with travel and 2 with a previous case. Kathy LaFavre,John Hedden, and Madison Humphrey are out inspecting. 2. Emergency Order 11 allows outdoor dining; Select Board has voted to extend outdoor dining to March; suggest the Board vote to extend Emergency Order 11 to March 18th BOH meeting. Variance Request for 22 Boulevarde (80-327) 61.04B nitrogen loading 1 bedroom per 10,000sf,in wellhead Sitting Visco, MacNab,Cooper,Lepore,Murphy Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria—By right can do 12 bedrooms with a conventional system. Lepore— 14 bedrooms seems like a lot. Dan Mulloy, Site Design Engineering — Reviewed the plan. Explained the regulations allowing additional bedrooms with an advance treatment septic system; even though the amount of flow is higher, the quality of effluent is better. The property is located in a wellhead protection zone. The same variance was granted to the abutting property. Visco—We've granted these in the past in Madaket and the Hummock Pond area. Make School Nurses agents to the Board for COVID-19 case investigations Santamaria — Agents of the BOH are allowed to share information among themselves; because nurses aren't agents, they can't communicate a COVID case at school to us. Making them agents makes our COVID response easier. Lepore —This would make our job easier; every teacher has a seating chart, so if one kid has COVID,we would know which kids are affected. She's an agent because she's on the Board; it would help for the other school nurses are agents as well Action Motion to Approve making all school nurses COVID agents of BOH. Murphy — Received a message from people with continued concerns about passengers not following the mask orders on the fast boats. If a person sees someone unmasked, they should report it to the Purser or ferry staff. Both Ms. Gibson and Mr. Santamaria have reached out the Hyline and Steamship Authority regarding this. 3. Murphy—With our Emergency Orders about masks and limiting gatherings, asked when we would remove those emergency orders. Suggested scheduling a meeting in two weeks if we're trending positively. Santamaria—The Island should be going into Yellow today, but we would be barely in yellow; one case could tip us back into Red. He'd like to see two weeks of green showing a consistently lower caseload before eliminating the Emergency Orders. November 19th is the next regular meeting and a safe date that would allow for at least 2 weeks in Yellow and 2 weeks in Green. If he sees a negative trend,we will remain in Red. A single SARS COVID molecule is 0.3 microns and the airborne droplets are about 4 microns and quickly drop;a typical N95 filters out 95% and an P100 filters out 99.97% down to 0.3 microns. A coffee filter can filter out 4- micron droplets; the double cloth mask work to top projection of the virus. If you can blow out a candle through a mask,it isn't stopping droplets. Visco—After watching last-night's presentation,it shows that masks work. 4. Crowley—It apparently wasn't clear about the BOH vote on the 15-year I/A grace period policy. He will put that on the next agenda, so verbiage can get into the record regarding development of the policy. 5. Murphy—Asked for an update on the flu shots at the hospital. Santamaria—Stop the Spread is a State program to allow asymptomatic COVID;we will have that until 3 weeks after we get out of the red zone. About a week ago, they have given over 2700 flu shots; flu shots are a State requirement for schools and is free at the hospital. 6. Cooper—Asked if Our Island Home is still locked out. Santamaria—Yes,we still have to restrict people.We've been lucky to have no cases among staff or residents.
