Having no further business for Open Session, at 4:20PM Ms. Topham made a Motion to go into Executive Session,under G.L. Commissioner Andrea Planzer was absent. Mr. Drake announced the meeting was being audio and video recorded. Mr. Drake asked for comments on the Agenda; hearing none,the Agenda was adopted. Pending Leases/Contracts Excluding McFarland Johnson, Inc Task Order, PFAS Management and Mitigation Service-Mr. Rafter presented for approval the following contracts: + American Airlines- Seasonal airline lease agreement in the amount of $8,940. Plus, landing fees. + Hyannis Air Service, Inc. (Cape Air/Nantucket Airlines)- Terminal airline lease agreement in the amount of$96,480. Plus $1,500 annual business fee, $960 intercom fee and landing and freight fees + Wiggins Airways- Annual operating agreement for an annual business fee of$1,500 for FedEx and UPS air freight.Plus, landing and freight fees. + McFarland Johnson, Inc: Contract for AIP and on-call engineering and architectural services,where task orders are assigned for each project with the amount.This a three-year contract. + HiWay Safety Systems Inc.-Contract amendment in the amount of$0.00 for change order No. 1 to the current contract that removes runway 12-30 markings work. This was 80% ASMP DOT funded and 20%ACK funded. + Stanley Access Technologies- Contract in the amount not to exceed $74,250 for on-call automatic door maintenance and services. This is a three-year contract. + World Fuel Services, Inc.- Contract for aviation fuel supply. Pricing subject to market rate outlined in contract. This is a three-year contract. + Ascent Aviation Group,Inc.-Contract in the amount of$339,660 for the lease of six(6) refueler vehicles. Amount equals all vehicles for three years. This is a three-year contract. + World Fuel Services,Inc.- Contract for Phillips 66 branding that aligns with fuel supply contract. + Sherwin Industries,Inc.-Contract in the amount of$60,500 for the purchase of two(2) portable lighted LED's for runway closure markers. Mr. Bouscaren made a Motion to approve the agreements, contracts and contract amendments as presented. Task Order-PFAS Management and Mitigation Services- 7/14//20 Airport Commission Meeting Page 2 of 17 + McFarland Johnson, Inc.- Task order in the amount of$963,000 for planning services for management and mitigation services pertaining to Per-and Polyfluoroalkyl Substances (PFAS). Mr. Rafter requested the Commission to approve all the work in the scope and authorization up to the amount available. The Airport is working with the town on funding,as it is limited at this time. Rich Lasdin, McFarland Johnson, Inc., went through the scope of work for this task order and explained a map that was displayed that highlights immediate abutters to the West side of the Airport. Mr.Bouscaren suggested that there should also be an item within the task order to identify the size and extent of the plume. The Commission and Airport staff agreed that it was too broad of a directive to add to this task order but this would be included in the scope for a new task order. Mr. Gasbarro asked that under task 1: Preparation of Technical Specification for POET Systems, where it mentions commissioning and decommissioning seasonal systems, if this would happen in perpetuity. Mr. Lasdin explained that these systems will be winterized and reopened next year. These POET systems need to remain in place and functional until the testing's for PFAS are non- detect in the ground water or town water is supplied to the affected resident. Mr. Gasbarro asked if Airport staff could perform any of the sampling work.Mr.Rafter explained that the sampling done is a very technical process and you must be licensed,therefore staff is unable to perform these samplings. Mr. Gasbarro asked for a timeline of sampling West of the Airport. Mr. Lasdin explained that the Licensed Site Professional(LSP)is working on access agreements for the West side of the airport. Once access agreements are obtained and authorized, sample collection could start, and the test results take approximately ten(10)business days after receipt of the sample. Mr. Rafter reviewed the funding regarding this project and the limitations the Airport is currently facing. Brian Turbitt, Town of Nantucket Director of Municipal Finance, explained the funding and the next steps that will allow the Airport to spend an excess of appropriations. Mr. Turbitt explained that the Select Board has to declare an emergency in order to send a letter to the Director of Accounts at the Department of Revenue, for authorization to spend an excess of appropriations giving the Airport a basis to spend until the next Annual Town meeting. Mr. Lasdin explained that McFarland Johnson, Inc. is working with the Airport to develop a webpage that will be found on the Airport's website that will provide information on this project and updates on testing. Mr. Rafter explained that a public information meeting will be held shortly as a zoom webinar which will allow for the public to participate. Mr. Gasbarro made a Motion to approve Task Order No. MJ-PN-01 for PFAS Management and Mitigation Assistance subject to available funding Second by Ms. Topham and Passed by the following roll call vote- Mr.Bouscaren-Aye Ms. Topham-Aye Mr. Gasbarro-Aye Mr. Drake-Aye 7/14//20 Airport Commission Meeting Page 3 of 17 Mr.Gasbarro made a Motion to request that the Select Board declare an emergency health situation due to the occurrence of PFAS in the groundwater Second by Ms. Topham and Passed by the following roll call vote- Mr. Bouscaren-Aye Ms. Topham-Aye Mr. Gasbarro-Aye Mr. Drake-Aye 071420-1 Election of Officers/Assign Sub-Committee Members- This will be reviewed and discussed at the August Commission meeting since Commissioner Planzer is absent. 071420-2 Airport Manager Contract Discussion- This will be reviewed and discussed at the August Commission meeting since Commissioner Planzer is absent. Pending Matters—Mr. Rafter reported on: + 050916-1 Crew Quarters Development-No change. + 091019-01 Town Government Study Committee-Mr. Rafter reported that Article 94 in the warrant was passed at Annual Town Meeting(ATM). The Airport is following up with the Town on what the next steps with regards to sending it to the state are. 071420-03 Per-an polyfluoroalkyl substances(PFAS)Investigation Update- Mr. Drake commented that the Commission understands that this is a matter of great concern to the community located around the Airport and the Commission is sensitive to the concerns and the needs to get this issue dealt with as quickly as possible. Mr. Karberg reviewed a PFAS status report,which addressed progress on Madequecham Valley Road and public communication. Mr. Lasdin gave an update/next steps as follows: o Obtain remaining access agreements on Madequecham Valley Road o Schedule testing o Install remaining POET systems on Madequecham Valley Road and reviewed the design and installation process. o Obtain West side access agreements and schedule sampling and then testing. Public Comment- Mr. Karberg read aloud questions and comments from the Public(transcript attached as part of these minutes)). Mr. Drake,Mr.Rafter,Mr.Lasdin and Mr.Makarious answered and addressed all questions and comments. MassDOT ASMP Grant Award-Runway 15-33 and Runway 12-30 Pavement Markings- $194,478.40-Mr. Rafter reported that there was not enough material to include runway 12-30 in this project. Mr. Gasbarro made a Motion to accept the MassDOT ASMP Grant Award-Runway 15-33 and Runway 12-30 Pavement Markings in the amount of$194,478.40. Second by Ms. Topham and Passed by the following roll call vote- Mr.Bouscaren-Aye Ms. Topham-Aye 7/14//20 Airport Commission Meeting Page 4 of 17 Mr. Gasbarro-Aye Mr.Drake-Aye Finance-Mr. Rafter reported on: 051220-1 FAA CARES Act Grant-Update on Reimbursement-The Airport submitted and received$560,097.42, for a total of four payrolls in April and May.Reimbursement submissions resumed the first full payroll of July. 041420-1 FY20 Financial Impacts Discussion-Updated FY20 impacts due to the COVID-19 health crisis as follows: Operating revenue was re-estimated at$7.3 million and is now estimated to be $7.6 million including the CARES Act reimbursements. Total revenue was estimated at $9.2 million and is now estimated at$9.9 million. Under expenses the budget was$9.7 million and is now estimated to be $9.3 million,which will result in a net of$698,000.After the yearly standard transfer of$400,000 from the PFC account and the reimbursement from the CARES act, a fiscal year-end fund balance of approximately$1.6 million is projected.. 071420-4 Lease Payment Abatement/Deferment Discussion-Received two inquiries from tenants. One wasfrom Blade; it was unclear what they were seeking and the Airport has asked for a formal explanation of what they are looking for. The other was from from Crosswinds restaurant,wich has formally requested some sort of lease payment abatement/deferment. Administration is looking into the specifics of what they are asking and will update at the August Commission meeting. 071420-5 Technical Amendment for Ground Water Testing 2020 Annual Town Meeting $500,000-Mr.Rafter mentioned that the postponed Annual Town Meeting on June approved an appropriation of of up to $500,000 for ground water testing/.A technical amendment was introduced on the floor to increase the appropriatoion form the $250,000 originally requested to $500,000. Manager's Report Project Updates—Mr. Rafter reported: + Security Project Phase I-Work is in the final stages. ÷ Security Project Phase II- Contracts are being processed and the grant application has been submitted. + EA/EIS-McFarland Johnson,Inc. is developing a scope and cost for task order to perform additional items that were identified in the Environmental Subcommittee meeting for addition to the EI/EIR + PFC Application-FAA responded with minor questions and consultants are addressing. + Fuel Farm Rehabilitation- Received proposals for an Owners Project Manager (OPM) and requested cost information from the most qualified proposer. + Taxiway E- Grant award is being processed.Notified by FAA that the Airport is eligible for 100%FAA funding. + Airfields Markings-Work has been completed.There was not enough material to include runway 12-30. + Crack Sealing and Seal Coating- Crack seal has been complete. Seal coating is almost complete.Delayed completion due to weather and scheduling.There has been an issue with the new crack seal coming up.A representative from MassDOT and the contractor will be on site tomorrow to figure out a solution. RFP/IFB Bid Status—Mr.Rafter reported on: 7/14//20 Airport Commission Meeting Page 5 of 17 + Fuel Farm Rehabilitation-Information for Bids(IFB)to go out to bid in August. + Automated Door Maintenance-Was awarded to Stanley Access Technologies. + On-Call Engineering-Has been awarded to Stantec and McFarland Johnson,Inc. + On-Call Planning-Has been awarded to McFarland Johnson,Inc. Operations—Mr. Rafter reported: + Draft term sheet was provided topermit the movement of of freight through the terminal. If endorsed by the Commission,the Airport will follow up with the required changes to the minimum standards. The Commission requested a final version of the freight term sheet and more time to review. + Linda True, Receptionist, developed a detailed COVID-19 plan. It is available upon inspection. + FAA Certification Inspection has been postponed till further notice. + Staff is completing Hot Fire Training now that Training Academies have reopened. + Air Service Update(subject to change): o JetBlue added White Plains and LaGuardia services in August. o American Airlines will be running their regular proposed schedule. o Delta will have one flight daily on Fridays, Saturdays and Sundays. o United will be flying one flight on Saturdays only,June 6th through mid-August. o Southern Airways has begun new schedule, which includes Hyannis, MA and Providence, RI. Statistics—Mr. Rafter reviewed the May 2020 statistics: + Operations are down 69.35% from May2019; and up 4.96%from last FYTD. ▪ Enplanements are down 89.21%from May 2019; and down 5.29% from last FYTD. + Jet A Gallons are down 58.21%from May 2019; and up 2.62%from last FYTD. + Jet A Gallons are down 28.30%from June 2019. • AvGas Gallons are down 76.09%from May 2019; and down 11.31%from last FYTD. -� AvGas Gallons are down 46.08%from June 2019. + Freight is down 30.78%from May 2019; and down 8.51% from last FYTD. + 12 Noise complaints were filed for June 2020 compared to 9 in June 2019. Personnel Report-Mr. Rafter reported: + Josh Wheeler was hired for the Maintenance Technician level II position. Commissioners Comments- Mr. Gasbarro asked for an update on the EUEIR filing and summarized the discussion from the Environmental Subcommittee meeting related to the scope of the study of the south ramp expansion. Mr.Lasdin reported that McFarland Johnson,Inc. is developing a scope and fee for the south ramp expansion. Mr. Bouscaren suggested reaching out to Martha's Vineyard regarding how they are handling the PFAS issue. Mr. Makarious explained that Anderson and Krieger represented Martha's Vineyard on this issue and has been advising them, but it is under different circumstances as their issues started before DEP guidelines had come up. 7/14//20 Airport Commission Meeting Page 6 of 17 Ms. Topham commented that she is not taking any of the publics concerns lightly and that she is very concerned with their concerns.
