HomeMy WebLinkAbout50 SE48_3115 NCC Ltr of Review Report G Berman 4_23_19     TO:  Members  of  the  Conservation  Commission   FROM:  Maureen  Phillips  for  the  NCC  Team   RE:  Request  for  Review  of  SBPF  2018  Annual  Report   DATE:  April  23,  2019   COPY:  Jeff  Carlson           At  the  April  22,  2019  meeting  of  the  ConCom,  future  scheduling  was  discussed.     We  wish  to  repeat  our  point  of  information  that  the  2018  Annual  Report,  dated  April  12,  2019,   has  been  received  from  the  Siasconset  Beach  Preservation  Fund,  as  required  by  the  Order  of   Conditions  for  the  existing  900-­‐foot  geotube  project.  This  Annual  Report  had  not  been  peer   reviewed.     As  you  know,  each  prior  annual  report  has  been  reviewed  by  Greg  Berman,  who  has  been   retained  by  Mr.  Carlson  as  the  independent  reviewer  for  the  Commission,  and  each  report  has   generated  significant  comment  from  the  proponents,  the  public,  and  local  non-­‐profit  groups.     Mr.  Berman’s  reviews  take  some  time.  Here  is  the  time  record  to  date:     4/7/2017  -­‐  review  of  12/13/2016  report  for  2016   2/11/2018  -­‐  review  of  1/12/2018  report  for  2017   2/1/2019  -­‐  review  of  2/5/2018  NOI.     We  believe  that  since  the  public  hearing  on  the  expansion  project  is  nearing  its  close,  the  peer   review  of  the  4/12/2019  Annual  Report  for  2018  should  be  undertaken  and  completed  as   quickly  as  possible.  The  last  two  reviews  were  done  after  the  filing  in  January  2018  of  the  Notice   of  Intent  (NOI)  for  the  expansion  of  the  geotubes.  These  reviews,  and  the  many  comments   generated,  demonstrate  the  critical  relevance  of  independent  comment  regarding  the   performance  of  the  existing  project.     It  is  in  the  best  interests  of  all  the  parties  involved  to  have  this  uniquely  important  independent   review  available  for  comment  before  the  public  hearing  re  the  NOI  for  the  expansion  is  closed   for  public  comment.  It  will  be  only  the  fourth  such  review  in  this  very  long  process.     Thank  you.
