HomeMy WebLinkAboutNantucket Energy Study Committee Minutes 11-03-2011_201402051107365421DRAFT Minutes for meeting on November 3, 2011, 5PM, 2 Fairgrounds RoadNext scheduled meeting: December 1, 2011, 5PM, 2 Fairgrounds Road Called to order by Chair Anne Kuzspa at 5:02PM. In attendance were committee members Anne Kuzspa, H. Flint Ranney, Whitey Willauer, Peter Morrison, Ian Golding, Chris Magee, and Zachary Dusseau; the Town’s Alternative Energy Outreach Coordinator Lauren Sinatra; Selectman Rick Atherton; and members of the public: Posie Constable, Arthur Gasparro, Kitty Pochman, and six WPI students. Joining near the end was DPW Director Kara Buzanoski. The agenda, and Minutes of the October 6 meeting, were approved unanimously. The only update on the net metering situation is that Lauren Sinatra now has contacts with National Grid who seem to be supportive of our alternative energy efforts. Whitey reported that the October 20 Madaket forum was lightly attended, seemingly due to lack of in-formation being provided to Madaket residents. Upon discussion, it was agreed that for future public forums, greater outreach would be attempted, including flyers, newspaper ads, Facebook entries, use of Twitter, and expansion of email lists to include Homeowner Associations. The next public forum will be on November 10. A Capital Program committee meeting will take place on November 8 where we will explain the value of the $3.4 million wind turbine capital cost in bringing substantial returns to the Town. In preparation for the 2012 Annual Town Meeting, Lauren and Whitey hope to have 1) a final design for the Madaket Wind Turbine; 2) an RFP by March; 3) the NG interconnection agreement; 4) DPU approval of a 10mg generator; 5) monthly forums leading up to ATM. Arthur Gasparro said that as an Airport Commission member he will be the liaison between NESC and the Airport. He supports with reservations their solar panel project. Expiration of federal tax credits was discussed. The Landco solar panel proposal is moving forward. The WWTF is also moving forward with an RFP expected next spring. The title problems with the land are being resolved. Peter Morrison reported that the WPI students are fully engaged in assembling data and nourishing and pruning the Energy Baseline and the Nantucket Energy Plan. NESC members are invited to their Monday weekly meetings at 1pm at 2 FG. Their final report is due in December. Peter also suggested that we plan for a presentation at the Civic League’s “Meet the Articles” forums before ATM. Whitey and Anne will provide an NESC update to the BOS on November 7. At a ZBA meeting on Novem-ber 10 they will address reported concerns about turbine height and noise both of which are acceptable to the nearest property owner: the Land Bank.
