Absent- Peter Morrison and Board of Selectmen Liaison - Brian Chadwick I. Call to Order II. Establish a Quorum III. Approval of the Minutes IV. Public Comment V. Discussion and Action A. Action- Annual Election of Officers / Results: Barbara Gookin-Chairman- Carl Borchert-Vice Chair. Carl asked to be removed and he nominated Anne Kuszpa . Anne was approved as was Alexandra Hubicszak-Welsh as Secretary B. Discussion Do we want to increase the size of the Energy Committee? Action- Voted and seconded to remain as is. Invite those who applied for appointment to the committee and were not appointed to attend meetings and perhaps become “ Task Managers,” Barbara will contact these people. C. Discussion Sustainable Nantucket Climate Action Plan ( Michelle Whelan, Director) Michelle reported her Committee is working toward presenting their research to the Historic District Commission and the Board of Selectman. This research is to promote and encourage new guidelines to the HDC relative to current ideas and new technological advances that have been made in the historic preservation field at the district, state and national level. Action- Sustainable Nantucket will meet with representatives from the Energy Committee before making their presentation D. Discussion HDC adaptations for renewable energy (Mike Burns ) Action- No action taken E. Discussion- Continue to Review potential for 4-wheel drive hybrid police cruisers. (Carl and Sandra) Action- Carl and Barbara will coordinate questions to be asked of the Chief of Police. Carl and Sandra will then meet to review questions and set a meeting time with The Chief. F. Discussion- Update MREC, Marine Renewable Energy Collaborative (Whitey) Explained the test site locations and specific prototype turbines to be used there …..mono-pole, floating base etc. He also emphasized THE AREA INVOLVED IS WHERE WE WANTED NANTUCKET’S WIND TURBINES H. Discussion- Steps to be taken to coincide with the Wind Feasibility Study ( Anne) 1. File for US Fish and Wild Life Services Incidentil Take Permit. Anne will continue to research and file for this with help from Committee members 2. Conduct Energy Audit at landfill …. National Grid / Nantucket suggested we contact NES Massachusetts and /or Rise Energy in Rhode Island 3. Schedule Wind 101 Public Forum… Will probably take place Mid Oct. to Mid November 2009 and we need a specific date and time so we can coordinate plans I. Discussion- Clean Energy Choice Acts (Barbara)…...Applications are available August 1, for Solar Garbage cans. No action taken J .Discussion- Should we join Green Communities….. This idea will be placed in “ The Parking Lot of Ideas” if that future reference idea is approved at this meeting. VI. Other Business from Committee Members A. Whitey said there was a proposed National Grid electric bill increase for Nantucket. The Committee suggested he mention this at the next Selectmen’s meeting. Mike said there was a National Grid / Public Hearing to be held on this matter in July. B.Whitey also suggested we strongly encourage Black and Veatch to develop a high wind relative to / high electric rates spread sheet for us incorporating Excel and Graphics. This will enable us to have a Business Model and to promote a Business Model to the public. Whitey also mentioned he had developed a preliminary model for either outsourcing the development or having the Town own the turbine. If we outsource the development, the developer can take credit for the tax credits ; if the Town owns the turbine(s) we can be lowering our electric costs more rapidly B. It was agreed the Committee will initiate “ A Parking Lot of Ideas” for later consideration.
