This 3% would be on top of the state sales tax. ARTICLE 4 - Supplemental Appropriation: Fire Station ARTICLE 6 - Appropriation: Infrastructure Improvements (no action recommended) ARTICLE 7 - Bylaw Amendment: District Improvement Financing/Lowell. (no action recommended) ARTICLE 8 - Tom Nevers Bike Path/Ringer ARTICLE 9Authorizes Town acquisition of approximately 20% of the NISDA Cottages property at corner of Washington and Francis Streets. Once purchased, the intersection would be widened similar to others in the area. Board of Selectmen and Finance Committee support this article. TWO-THIRD VOTE REQUIRED.ARTICLE 10Authorizes the Town to transfer property at the terminus of Washington Street, known as “The Creeks” to the Land Bank. Transaction related to the land acquisition in Article 9 as well as an exchange of property between the Town and the Land Bank adjacent to the new Intermediate School. Authorizes the Town to sell, convey, or otherwise dispose of three Madequecham parcels that are better suited TWO-THIRD VOTE REQUIRED. for conveyance to abutting property owners or to the Land Bank for permanent open space preservation. Warrant Articles Guide to the DOES NOT IMPACT MEDICAL MARIJUANA OR PERSONAL USE ARTICLE 2 Establishes the new use “Marijuana Establishment - Recreational” as a use allowed through the issuance of a special permit by the Planning Board in the Commercial Neighborhood (CN) and Commercial Industrial (CI) zoning districts. Updates the existing definition of “Registered Marijuana Dispensary” by changing the name of the use to “Marijuana Treatment Center – Medical” and by altering the definition to match statutory changes. Board of Selectmen, Planning Board and Finance Committee support this article. TWO-THIRD VOTE REQUIRED. Purpose of the moratorium: Defines “Recreational Marijuana Establishment” and places a moratorium on the use of land or structure for Recreational Marijuana Establishment related purposes until December 31, 2018. RETAIL MARIJUANA MORATORIUM ARTICLE 1 - To consider the state Cannabis Control Commission regulations that have not yet been adopted; - To consider additional zoning or other regulations that may be necessary at the 2018 Annual or a Special Town Meeting. The timeline for statewide implementation of this new program does not align with our Town Meeting schedule, which is why the temporary moratorium is recommended. TWO-THIRD VOTE REQUIRED. - To provide the Town with time to undertake a planning process to address the potential impacts of recreational marijuana establishments in the Town; November 6, 2017 ARTICLE 12 Authorizes the Town to acquire through gift, purchase, or eminent domain miscellaneous parcels and portions of certain paper roads. ARTICLE 13 Authorizes the Town to grant a utility easement to National Grid in order to provide adequate electrical service to the Sea Street Sewer Pump Station.
