Staff: Libby Gibson, Town Manager; Brian Turbitt, Director Finance; Terry Norton, Town Minutes Taker Attending Members: Welch, Hussey, Kickham, Bridges, Lowell Absent Members: Kaizer, McEachern Documents used: Copy of minutes for November 21, 2019; RORIs; Citizen Warrant Articles Agenda adopted by unanimous consent. None 1. November 21, 2019 Motion to Approve. (made by: Hussey) Carried 4-0//Welch abstain 1. l-unding Source with Town Administration and Finance Department Discussion Gibson — Select Board wants to remove the Surfside -Bartlett Road Roundabout from FY2021 requests. The Board and Town Administration agreed to add "Island -wide" to the Underground Wire Study; it could become a phased project. Select Board discussed whether or not to remove the Public Safety Auxiliary Building, it is in for now. Welch — There is a benefit for discussion to keep an accurate representation of what the committee reviewed and considered even after items were pulled. We do comment on out -year projects in the recommendation report for the bigger picture. This sounds like a political decision. Kickham — If the CapCom says it doesn't support an item, he thinks it should go forward in the report to show we don't support it. Welch — For everyone's benefit, asked Mr. Turbitt for an overview of funding sources; we will then try and get a handle on the RORIs Turbitt — General Fund: $600,000 free cash to capital projects, continue using capital exclusion for one-time requests of $1.2m, re -appropriations of about $346,000 plus $500,000 toward projects. Enterprise Fund: about $200,000 reallocate bond premium to offset costs; Sewer under $500,000 retained earnings with larger projects being borrowed for; Airport has been authorizing borrowing, which they pay off with retained earnings when they get their share of the AIP; Wannacomet water main to be borrowed; Our Island Home (OIH) requests have been removed. Welch — Relative to requests we have and Town Administration recommendations, we have funding for all the projects we are completing RORIs for or borrowed pending approval. Gibson — In last night's Select Board presentation, we kept in Facilities but told the Board that they would be funded using level funding from previous years, which is less than requested. 2. RORI Review Page 1 of 2 CapProCom ;Minutes for December 5, 2019, adopted Jan. 9, 2020 Discussion Welch — In order to get to the ups and downs for the joint meeting, we need finalize the RORls as individuals. Some RORIs aren't completed due to confusion of what was being ranked or how it was saved. Members completed still open RORIs. Mr. Welch and Mr. Turbitt discussed changes to the FY2021 RORI list and program upgrades. Welch — We don't have basic information on the Loran Station Housing; need that information by Monday to complete the RORI. Gibson — The septic is failing; connecting to the sewer line will require a pump station. Welch — CCTV Phase Work is another one for which we need information. FY2021's funding request for the Surfside Area Road Improvement is for Lover's Lane only. Kickham — Asked about the Town -wide Facilities Master Plan. Gibson — There is no answer at this time. Welch — The only Hazard mitigation requests are Fulling Mill Road and Children's Beach Storm \Vater Pump. 1. Green Sheet/Committee Reports a. None 2. Member Comments a. None 3.
