These operations were conducted in accordance with MassDEP regulation 310 CMR 32.00,Land Application of Sludge and Septage,and specific approvals issued be MassDEP’s Solid Waste Management and Water Pollution Control Sections. These approvals include an Authorization to Operate (ATO), MSW/Biosolids Co-Composting Facility, issued November 21, 2003, and an Approval of Suitability(AOS)-TypeIApproval (Renewal) &Beneficial Use Determination(BUD)- Compost DerivedfromMunicipal SolidWaste,issuedSeptember30,2010. Thesearethecurrently valid approvals to operate the Facility and to market the finished product for unrestricted distribution and use. Copies of these approvals are included in Attachment A. This Annual Report has been prepared in conformance with Condition 11 of both MassDEP approvals. 2.0 Co-Compost Facility Description The Facilityis designed to compost Municipal Solid Waste (MSW) with biosolids generated at the Nantucket-Surfside Wastewater Treatment Plant. A Site Sketch is included in Attachment E. MSW delivered to the Facility is visually inspected on the floor of the Tipping Building for unacceptable materials (e.g., recyclable materials and non-compostable materials). These materials are removed from the tipping floor for recycling or proper handling by Waste Options personnel. The remaining MSW is then mixed with biosolids and is run through the composting process to generate a high-qualitycompost product that is suitable for distribution and unrestricted reuse. The Facility is approved by the MassDEP to operate seven days per week and can accept a maximum of 100 tons per day of MSW and 10 tons per day of biosolids. All trucks delivering materials to the Facility are weighed upon arrival at the scale located at the site entrance. The biosolids are generated from domestic sewage flows and domestic septage, with no industrial sewage flows in either wastewater steam. The biosolids are approximately 20% solids upon delivery to the Facility. This material is received in the Tipping Building and is unloaded into a storage bin. MSW and biosolids are then loaded onto a conveyor that feeds a digester. The digester is a 185-foot long by 12.5-foot diameter rotating tube. The rotational motion of the digester causes agitation of the waste and biosolids within the tube, which, in combination with the degradation process, breaks down compostable material into smaller pieces. 2 The materials remain within digester for a period of approximately three (3) days. After leaving the digester, the rough compost is screened, through a 1” Trommel Screen, to remove any residual non-compostable materials, and is then formed into windrows within the Aeration Building. There are eight (8) Zones, or bays, within the Aeration Building upon which the windrows are formed. As compost is discharged from the digester it is placed in Zone 1. When Zone 1 is completely filled, it is assigned a Batch Number to facilitate tracking and record keeping as the materials progress through the aeration building and the composting process. Material in Zone 8 is final screened before being sent for blending with leaf & yard waste and chipped brush. When Zone 8 is empty, Zone 7 is moved into Zone 8, Zone 6 is moved into Zone 7, and so on. Internal temperatures are monitoreddailyat three (3)locations withineach windrow(front,middle and rear) and the information is recorded. The temperature of the composting material must be maintained at a minimum of 55o Celsius (131o Fahrenheit) for a period of 15 days to be considered suitableforremoval fromtheAerationBuildingandtoproceedtothenextstage.Thereis aminimum of five (5) turnings of the windrows as they advance through the composting process and move forward within the Aeration Building to accommodate new batch windrow formation. The material remains in windrows within the aeration building generally longer than the twenty-one (21) to thirty (30) days required under MassDEP approvals. The moisture content, carbon dioxide and oxygen levels are also monitored during the composting process and are adjusted, as necessary, to promote decomposition. Final screening of the aeration floor compost in Zone 8 is conducted at the northerly end of the Aeration Building to remove clumps and inert/inorganic material. This is performed by means of a Bivi-tec screen and a de-stoner. The minus 3/8" material from the Bivi-tec screen is de-stoned. The de-stoner divides the minus 3/8" fraction into de-stoned compost and a heavyfraction of glass and stones. The plus 3/8" material is used as an air floor bulking agent, as biofilter media or is landfilled. The compost is sampled and analyzed following final screening for limited parameters in accordance with the Sampling and Analysis Plan included in the MassDEP, Approval of Suitability- TypeIApproval. After leaving the Aeration Building, the compost fraction is blended with chipped brush and leaf and yard waste. This blend is furthercompostedoutsideinwindrows for approximatelysix-months tocreate the final co-compost product. This final compost is sampled and analyzed for an extended listing of parameters in accordance with the Sampling and Analysis Plan included in the MassDEP, Approval of Suitability-TypeIApproval. 3.0 Receipt of Materials The MassDEP Authorization to Operate (ATO) Approval requires that a summary of the year’s receipt of materials be provided in the Annual Report. Waste Options maintains accurate records 3 of incoming materials with the use of the truck scale at the site entrance. All vehicles entering the site are required to weigh in and a determination is made as to the type of waste they are hauling. Waste types are recorded along with weights. Waste Options also provides roll-off containers at the on-site Material Recycling Facility for the use of residents disposing of MSW. MSW roll-off containers transportedfrom theMRFtotheCo-Compost Facilityarealso weighedinandrecorded. Summary tables have been prepared for each material type being accepted at the Co-Compost Facility. These materials include MSW from off-site sources, MSW from the on-site roll-off containers, bio-solids from the wastewater treatment plant and septic haulers, animal manure from area farms and stables and invasive plant species not suitable for leaf & yard waste composting. The daily tonnages for each material type accepted are provided on the tables included in Attachment B. There were no exceedances to the MSW maximum daily tonnage limit in 2018. Waste Options is obligated to accept wastewater treatment plant bio-solids on a schedule determined bytreatment plant management as there is limited storage capacity at that location and the quantity generated is highly variable and seasonal. Bio-solids are periodically accepted in excess of the maximum daily limit of 10 tons per day. Waste Options has accommodated the wastewater treatment facility and effectively manages these materials as they are delivered. It is noteworthy that the daily tonnage accepted, averaged monthly, ranges from 1.8 to 10.0 tons per day. A summary table has also been prepared presenting monthly and annual totals along with daily and weekly averages. In 2018, 11,878 tons of MSW and other organics and 1,785 tons of wastewater treatment plant bio-solids were received. A grand total of 13,663 tons of material were acceptedat the Co-Compost Facility. This total does not includeleaf & yard wasteand cleanwood that is blended with compost from the Facility to produce the final product. 4.0 Temperature Monitoring The procedure for windrow temperature monitoring within the Aeration Building is described in Section1.0ofthisReport. Aspreviouslydescribed,thereare8ZoneswithintheAerationBuilding upon which windrows are formed and maintained. As compost is discharged from the digester it is placed in Zone 1. When Zone 1 is completely filled, it is assigned a Batch Number to facilitate tracking and record keeping as the windrow progresses through the Aeration Building and the composting process. Temperature readings are not typically taken within Zone 1 as it is an initial windrow formation stage. Temperature readings begin when the windrow is complete and it is turned and relocated to Zone 2. Temperature readings are not typically taken within Zone 8 as it is used as a final staging area before final screening and the compost has completed the requisite number of turns and has been maintained at the minimum required temperature for the specified duration. 4 Internal temperatures are monitoreddailyat three (3)locations withineach windrow(front,middle and rear) and the information is recorded. All daily temperature readings taken in 2018 are summarized on the tables included in Attachment C. Temperature readings for each batch can be followed as it is moved from Zone to Zone. The temperature of the composting material must be maintained at a minimum of 55o Celsius (131o Fahrenheit) for a period of 15 days to be considered suitable for removal from the Aeration Building and to proceed to the next stage. This MassDEP permit criteria was satisfied throughout 2018 for all batches put through the facility. 5.0 Compost Sampling and Laboratory Analysis Final screening of the aeration floor compost is conducted at the northerly end of the Aeration Building to remove clumps and inert/inorganic material. The screened compost is sampled and analyzed following final screening (Sampling Location 1)in accordance with the Sampling and Analysis Plan included in the MassDEP, Approval of Suitability- Type I Approval. Screened compost samplesareanalyzedfor the following physical properties: Percentageofinertmaterial; Percentageofsharps(manufacturedmaterial,includingglass,plastic,metal,etc.,thathaveathin, keenedgeorafinepointcapableofcuttingorpiercing,notincludingwoodslivers). Thefinal compost thatwas producedin2018was sampledandanalyzedeight (8)times. Theresults of thistestingaresummarizedonthetablesincludedinAttachmentD. Inertmaterialswerereportedtobe lessthanthe1%permitstandardduringsix(6)oftheeight(8)samplingeventsandtherewerenosharps reported. The two (2) samples that were greater than 1% were the most recent samples collected. It was realizedwhentheseresults werereviewedthat thefinal screenerwas not functioningproperly,and that slightly larger particle sizes were passing through the screens. The screener was immediately repaired. After leaving the Aeration Building, the screened compost is blended with chipped brush and leaf and yard waste. This blend is furthercompostedoutsideinwindrows for approximatelysix-months tocreate the final co-compost product. This final compost is sampled and analyzed for an extended listing of parameters in accordance with the Sampling and Analysis Plan included in the MassDEP, Approval of Suitability - Type I Approval. This final co-compost sampling is referred to as Sampling Location 2 in theApproval. Collectedsamplesareanalyzedthefollowingparameters: Total Metals; Volatile Organic Compounds (VOCs); Pesticides; Polychlorinated Biphenyls (PCBs); Semi-Volatile Organic Compounds (SVOCs); Extractable Petroleum Hydrocarbons (EPH); 5 Volatile Petroleum Hydrocarbons (VPH); and General chemistry; and Toxicity Characteristic Leaching Procedure (TCLP) every 2 years. The final compost produced in 2018 was sampled and analyzed eight (8) times. Theresults ofthis testing are summarized on the tables included in Attachment D. TCLP analyses were performed in 2017 and will be done again in 2019 as required. TheresultsofthelaboratoryanalysiswerecomparedtotheCo-CompostRiskBasedStandardsincluded in the MassDEP, Approval of Suitability - Type I Approval. These standards are included on the Final Co-Compost Analysis SummaryTable included in Attachment D. These were no exceedances to these Co-Compost Standards for any of the parameters analyzed during the eight (8) sampling events demonstratingthatthefinal co-compostremainssuitableforunrestricteddistributionanduse. Itisnoted thatVOCanalysisisnotspecificallyrequiredaspartoftheapprovedSamplingandAnalysisPlannorare VOCsexpectedtobepresent. It islikelythat VOCanalysis willbediscontinuedin2019. 6.0 Summary of Operational Issues The Co-Compost Facility was shut down on several occasions in 2018 so that repairs could be performed on the digester. These shut downs occurred for four (4) days in March and five (5) in April for the replacement of the gear box. The facility was also down for most of May to replace the wear bars within the digester. The gear box unit drives the rollers that rotate the digester tube. It was decided to replace the entire unit following the difficulties encountered in 2017 that resulted inalongershut downperiod. The wear bars assist thedegradationprocess byagitatingand mixing the materials as they move through the digester tube. MSW received during these shut down periods was temporarily stored within the aeration building until the repairs were completed and operations resumed. There was no landfill disposal of MSW during these periods. Waste Options continued to accept bio-solids from the Nantucket waste water treatment plant during these shutdowns. Bio-solids were not disposed of within the Phase 2B landfill. They were instead stored temporarily within the compost Aeration Building until operations resumed. This building is equipped with an air handling system that continuously conveys indoor air from the Aeration Building to the adjacent Biofilter Building for odor treatment. There were no odor episodes reported during either shut-down period. 7.0 Compost Generation, Distribution and Utilization It is estimated by Waste Options that approximately 18,000 cubic yards of final co-compost were generated in 2018 and that approximately 10,000 cubic yards were distributed for general off-site use by residents and contractors. This material is made available to the general public in bins located at the facility entrance and in bulk at the final cured compost stockpiles on-site.
