AIRPORT COMMISSION MEETING
October 8, 2019
The meeting was called to order at 5:00 pm by Chairman Daniel Drake with the following
Commissioners present: Jeanette Topham, Arthur Gasbarro, and Anthony Bouscaren.
Commissioner Andrea Planzer participated remotely as her physical attendance was unreasonably
difficult.
Tom Rafter, Airport Manager, was away at a conference. Noah Karberg, Assistant Airport manager
participated on behalf of Mr. Rafter.
The meeting took place in the 1St floor Community room at the Public Safety Facility, 4 Fairgrounds
Rd. Nantucket MA.
Airport employees present were: Noah Karberg, Assistant Airport Manager, David Sylvia, Safety
and Compliance Officer, and Katy Perales, Office Manager.
Mr. Drake announced the meeting was being audio and video recorded.
Mr. Drake asked for comments on the Agenda; hearing none, the Agenda was adopted.
Mr. Bouscaren made a Motion to approve the draft minutes dated 9/10/19. Second by Ms. Topham
and Passed by the following roll call vote:

Mr. Bouscaren made a Motion to ratify the 9/25/19 and approve the 10/9/19 Warrants. Second by
Ms. Topham Passed by the following roll call vote:

Public Comment
None.
Pending Leases/Contracts — Mr. Karberg presented for approval the following lease agreements
and contracts:
+ Harbor Fuel Oil Corp. - Amendment and Restatement of Lease Agreement in the amount
of $63,819. Tenant requested to extend the current lease for ten (10) years. Lease expires
10/31/2029.
+ TBD- Contract to replace the drainage infiltrator at 25 Bunker Road. Written quotes are
due 10/16/2019 at 10:00 AM. This will be an operating expense.
• Schmidt Equipment, Inc. - Contract in the amount of $119,730 for purchase and delivery
of a new skid steer that will include brush cutter and mulching head attachments. This is a
capital expense.
• GMSTEK, LLC- Three (3) year contract not to exceed the amount of $45,519 for the
Fixed Based Operator (FBO) credit card processing software. Includes initial set up cost.
This is an operating expense.
Mr. Gasbarro made a Motion to approve the Harbor Fuel Oil Corp. Amendment and Restatement
of Lease Agreement, and the contracts with Schmidt Equipment, Inc. and GMSTEK, LLC as
presented, Second by Mr. Bouscaren and Passed by the following roll call vote:

With respect to the contract to replace the drainage infiltrator at 25 Bunker Road. Ms. Topham
made a Motion to authorize the Chairman to review, approve and sign the contract that is out for
quotes up to the maximum amount allowed ($50,000.00) to conduct a quote process under MGL
30, § 39M, Second by Mr. Gasbarro and Passed by the following roll call vote:

Pending Matters — Mr. Karberg reported on:
* 050916-1 Crew Quarters Development- Airport Administration provided the consultant
with feedback on its draft report , and the final report is expected back shortly.
* 091019-01 Town Government Study Committee- Mr. Karberg reported that staff met
with the Capital Committee on October 1St and discussed the Airport's interest in
overcoming the difficulty with project appropriation by engaging the Town Government
Study Committee. The Capital Committee expressed their support and their interest in
continuing to be a part of the process. A draft letter was distributed to the Chairman of
both the Capital Committee and the Town Government Study Committee. Administration
has asked counsel to prepare a draft warrant article, related to option one in the draft

letter, which would give the Select Board the ability to appropriate for airport capital
projects
100819-12019 Summer Wrap-up Presentation- Mr. Karberg gave a presentation reviewing the
2019 summer season addressing the following:
1. Pre -Season (Challenges & Strategies)
+ Air service, increased with additional commercial flights and a new entrant.
+ Completed the outdoor boarding area, which included a concession space and
held 184 additional passengers, which overall received positive feedback, but
was a challenging project to procure.
+ Expanded Concrete Hardstands, funded by Mass DOT that addressed premature
ramp failure.
+ Completed patches on Taxiway E that addressed failures and anticipated failures.
+ There was an increase in TSA staffing which enabled two (2) lane screening.
+ Administration Staff recognized the great work from TSA and the Chair will
write TSA on behalf of the Commission, recognizing and thanking the TSA staff
for their service.
2. Summer Summary (June -August)
+ Enplanements
-Increase in securely screened passenger count.
-Decrease in non -secure passenger count.
-Decrease in General Aviation passenger count.
+ Operations
-Increase in secure operations.
-Increase in non -secure operations.
-Increase in Instrument Flight Rules (IFR) operations
-Decrease in Visual Flight Rules (VFR) operations.
-Weather has a much stronger impact on operations on Nantucket compared to
Martha's Vineyard and Hyannis.
+ Financial Performance
-Increase in JetA Fuel.
-Increase of $202,328 in Airport Revenue, $12,100,312 in local revenue,
$284,841 in local tax revenue and $756,270 in state tax revenue from the
addition in flights in the 2019 season. These numbers created using the Mass
DOT Economic Impact Study calculation.
+ Anecdotes
-Nantucket is being used as gateway to the Cape or as a connecting hub
-On July 6' there were multiple delays due to weather in New York and 1,800
passenger went through screening. On July 7' 2,000 passengers went through
screening, with no delays.
-The Nantucket Police department provided great curb frontage management.
3. Strategic Planning
+ Moving forward the Commision will have the opportunity to develop a strategic
plan regarding how he Airport expands their reach into the community and how
this can be targeted.

Questions/Comments-
Mr. Gasbarro expressed the tremendous loss of local service which in turn has dramatically
affected the VFR and IFR traffic and how it would be favorable to reestablish a commuter
operator.
Mr. Gasbarro recommended having an Environmental Subcommittee meeting to review and
discuss the noise report being developed by engineers.

Mr. Bouscaren made a Motion to ratify the Mass DOT ASMP Grant Award/Grant Assurance for
the Seasonal Hold Room Part II and the FAA Grant Acceptance AIP 70 for Design Only for
Safety and Security Equipment, Second by Ms. Topham and Passed by the following roll call

Finance- Mr. Karberg reported on:
* 1008194 Passenger Facility Charge (PFC) Update- Mr. Karberg reported that in FYI
$536,263 was collected.
* 100819-5 Draft PFC Application Update- Current PFC expires in 2024. Sixteen (16)
projects have been identified at over $1 Million, taking the next application to 2029.
* 100819-6 Holiday Sales Report- The Nantucket Project was added to the holiday sale
tracking and was down to $200,000 in total sales as opposed to $300,000 last year.
Manager's Report
Project Updates — Mr. Karberg reported:
• Security Project- Is currently being advertised and is out to bid. Sub bids are due October
21, 2019 and final bids are due October 29, 2019.
• Taxiway E- Continuing preparation and site work. Construction to start in the fall of 2020
and will be working with sub consultants on survey and soil investigations.
• EA/EIR- Had final scoping call with the FAA to refine which projects would need the
lowest amount of environmental investigation. Taxiway E will be under a Massachusetts
Environmental Policy Act (MEPA) waiver and a Massachusetts Endangered Species Act
(MESA) Amendment.
• Hold Room Phase II- Delay in finalizing some punch list items. The canvas will be taken
down on October 17'.
• ALP Update (Geometry Analysis) - Waiting feedback from FAA.
• Fuel Farm Rehabilitation- Project was transferred to Jacobs, and a scope is being
developed.

+ Fuel Line Piling- Project was assigned to Jacobs, the capital has been approved, and a
scoping meeting will be arranged, with work to start in the upcoming spring or summer.
+ Storm water Pollution Prevention Plan (SWPPs)- Engineers developing a SWPPs to
look at storm water infrastructure and maintenance.
RFP/IFB Bid Status — Mr. Karberg reported on:
• Bunker Road Drainage- Bids are due October 16, 2019.
• Request for Expression of Interest- An individual is interested in building a 7,500 sq. ft.
hangar, to store his own aircraft and one to two more aircrafts for a fee. A Request for
Expressions of Interest will be created , and will beput out to bid.
• Security Project- utilizing the electronic bidding portal.
• Fuel Supply- Will be negotiating with two firms, using the aviation exemption.
Operations — Mr. Karberg reported:
• Working with the town on a team based approach to collectively engage a consultant for
sampling of Poly Fluorinated Alkyl Substances (PFAS) in Airport wells in the late spring
of next year.
• Maintenance staff completed paint rehab on the General Aviation building trim.
• New quarter board styled signs, relating top ride -share instructions were installed in the
Airport parking lot to replkace the metal signs.
• Completing seasonal snow preparation
• ARFF staff attending Hot Fire Training.
• Received a foam testing cart that allows the testing of the foam proportion of the ARFF
vehicles without discarding foam onto the ground.
• Some airport staff will be attending a career fair in Hyannis, sponsored by Barnstable
Airport on October 15t<'.
• Southern Airways will stop service October 14th and return in the spring of 2020.
Statistics — Mr. Karberg reviewed the August 2019 statistics:
• Operations are up 19.97% from August 2018; and up 11.29% from last FYTD.
• Enplanements are up 12.34% from August 2018; and up 10.32% from last FYTD.
• Jet A Gallons are up 1.19% from August 2018; and up 4.55% from last FYTD.
• Jet A Gallons are down .4% from September 2018.
• AvGas Gallons are down 11.20 % from August 2018; and down 6.57% from last FYTD.
• AvGas Gallons are up 6.41% from September 2018.
• Freight is down .98% from August 2018; and up 1.97% from last FYTD.
Personnel Report-
• Jamie Sandsbury, Business and Finance Manager, was recognized at the October 1 ' Capital
Committee meeting for the airports capital budgeting documentation.
• Airport Administration held a familiarization event for a family that has a child with special
needs. Jet Blue, TSA, and Rectrix staff all assisted in this event.
• Ramp and drone videos are available on the Nantucket Memorial Airport's YouTube
channel.
• Lilly Sylvia, Administrative Assistant and Debra Crooks, Human Resources and Finance
Assistant attended the Massachusetts Airport Management Association (MAMA)
Conference in Beverly, MA.

Commissioners Comments -
Mr. Gasbarro asked to consider improving the landscaping for the parking lot and around the
terminal that will be less maintenance intensive.
Public Comment
None.
Having no further business for Open Session, Mr. Bouscaren made a Motion to go into Executive
Session, under G.L. Chapter 30A, Section 21A, not to return to Open Session, to review Executive
Session Minutes as enumerated on the Agenda; Clause 3: To discuss strategy with respect to the
litigation regarding the Gatto claim, where the Chair has determined that an open session may have
detrimental effect on the litigating position of the Airport Commission.; Clause 3: To discuss
strategy with respect to the litigation regarding Walsh, where the Chair has determined that
an open session may have detrimental effect on the litigating position of the Airport Commission;
Clause 3: To discuss strategy with respect to collective bargaining, where the Chair has determined
that an open session may have a detrimental effect on the bargaining position of the Airport
Commission. Second by Mr. Gasbarro and Passed unanimously, by the following roll -call vote:
