HomeMy WebLinkAboutWastewater Action Plan Newsletter Volume 1_201401231100218097The Board of Selectmen in coordination with the Town Administration has been working to develop a Wastewater Action Plan. Together with the consultant hired to undertake the next stage of planning work for Madaket, Woodard & Curran, the group has developed a plan to present a series of interactive workshops open to the public on current wastewater is- sues. The goal is to open the wastewater discussion up to all beneficiary of an ac- ceptable financing plan. The Town completed its Comprehensive Waste- water Management Plan (CWMP) in 2004. The recommended plan con- tained in the approved CWMP was based on information available at the time of the study. Since completion, sev- eral milestones have been reached, including the completion of the Massachusetts Estuary Program (MEP) Reports for Nantucket Harbor, Madaket and Long Pond. One goal of the Waste- water Action Plan is to review the MEP reports and utilize the data de- rived from these MEPs to re-evaluate and update pertinent sections of the CWMP. The most significant factor contained in the MEP Reports is the To- tal Maximum Daily Loads (TMDLs) which set the level of pollutants the receiving water re- sources can take from contributing pollutant sources without degrad- ing the resource areas. The MassDEP will en- force meeting the TMDLs in the following areas: Nantucket Harbor, Madaket Harbor, Hither Creek, and Long Pond under the requirements of the Federal Clean Water Act Board of Selectmen and Town Administration Set Nantucket Wastewater Action Plan in Motion stakeholders and come up with a long-term plan that not only meets the needs of the Town, pre- serves and protects our water resources, but is approvable by federal and state regulatory agencies and is the Town Organized Workgroups Defined Board of Selectmen / Town Administration —Sponsors of the six open public workshops scheduled once a month through November 2011. Stakeholders—Interested parties at large or appointed by resident and/or non-resident constituencies. Neighborhood Meetings—These meetings will be directed to- wards specific neighborhood associations. While targeting specific areas, these workshops are open to the public. Presentations will be made during summer 2011 at scheduled association meetings. This meeting was well attended by a diverse group of Town staff and island home and business owners with varied interests in wastewater planning. The meeting was mainly devoted to the Stakeholders asking questions and offering comments about the content of the Wastewater Action Plan. The goal of this meeting was to gain insight into what specific issues the Stakeholders are looking for the Board of Selectmen / Town Admini- stration to address through the Town’s Wastewater Action Plan. Key ideas resulting from Stakeholder input include: • What is the criteria/timing for Board of Health regulations on mandatory sewer connections? • “What” and “Why” questions on wastewater-what are we addressing and why? • What does the Massachusetts Estuaries Report modeling show? What needs to be done? • What options are available other than sewering? • What is the current funding mechanism and how does the Town create funding equity? The first workshop was a special meeting of the Board of Selectmen held on April 28, 2011 from 9-11 AM in the Community Room at the Nantucket Public Safety Facility. The purpose of the workshop was to brief the Board of Selectmen, the Administration, Department Heads and the general public on the content and recommendations contained in the Town’s 2004 Comprehensive Wastewater Management Plan (CWMP), the wastewater work com- pleted to date by the Town and to ask questions and make recommendations on content and goals of the Wastewater Action Plan. The current schedule of workshops contained in this first edition of the Wastewater Action Plan newsletter was de- veloped as a result of that meeting. This newsletter is being designed to keep you abreast of the happenings and progress of the Wastewater Action Planning currently underway and afford a means to participate in the wastewater planning process. Each meeting/workshop is designed to afford ample opportunity for public input, so mark your calendars and come prepared to participate! Week of July 25th—Second edition of Wastewater Action Plan newsletter available On July 13th there will be a Board of Selectmen workshop on Madaket with a presentation and discussion on the CWMP recommendations and current contract tasks being undertaken in this Needs Area. A general overview of the MEP Report will be touched on, with the August 10th workshop dedicated to more specific MEP and MassDEP presentations on the processes and science utilized to prepare the final reports and TMDLs for not only Madaket, but Nantucket Harbor and Long Pond as well. The methodology used to determine areas of need will be outlined. The workshop will feature presentations by MEP staff, MassDEP, the Board of Health and Marine and Coastal Resources Department. august 1. September 5th—Labor Day 2.
