Presentation of FY2021 request Murphy — Presented FY2021 requests: $100,000 Advanced Life Support (ALS) Equipment; Self- contained Breathing Apparatus (SCBA); and technical rescue equipment. He has seven people, whose ALS training was funded through the hospital. This is year two of the ALS program. Out of about 1,500 calls a year, 40% to 60% are ALS. We'll be pretty good on the out years until the monitors need to be replaced. For the SCBAs, this is year four; explained how the pack safety features work. We purchase 10 packs and two air bottles a year; after year four we will have replaced all out older models and be scheduled replacement for the SCBA packs. Reviewed assets in the new fire station for cleaning equipment of carcinogens and containing the carcinogens. The technical rescue equipment is for collapsed trench rescue. The $200,000 is for a complete set up to handle trench rescue as well as structural collapse rescue. Because of the response time from the Cape, we can't tap into their resources. Lowell — Asked if we have a set up where fire fighters from the Cape can jump on the fast boat to get here and use our equipment. Murphy — Yes, as long as we have the equipment. The Summer House fire as an example of setting a 3`d alarm to immediately contact the Cape in the event we needed help. Part of our Mutual Aid Agreement (MAA) discussion is how departments will respond. Hyannis FD has a fire boat that they could use to get here within the hour. We have the equipment, but we need the people; the larger a fire gets the more aggressive the firefighting needs to be. The MAA with Steamship Authority and Hyline needs to be updated; we also have an agreement with the USCG to bring people over. It's better to have the trench rescue equipment and not need it than need it and not have it. Every Quarter, we should be inspecting alarms and sprinklers at inns and hotels and ensuring all the commercial paperwork is in order. He now has a commercial fire prevention officer and a separate residential fire prevention officer. We're working toward a better inspections system. Discussion about restaurants and construction sites having fire -proof cans for holding oily rags to prevent fires. Hussey — The CapCom recently received a request to replace the sprinklers at Our Island Home (OIH). Asked Chief Murphy what he knows about the urgency of that. Murphy — Sprinklers need to be inspected and certified by'a company every year. Quarterly, a lesser inspection is performed. He'd have to ask the fire prevention officer about the OIH sprinklers. McEachern — Asked if the trench rescue equipment is mandated. Murphy — No; however, it is not just trench equipment but also collapsed structure rescue equipment. McEachern — Asked if there would be billing for a private company that doesn't have a trench box when doing excavation work. Murphy — We can but currently it would be handled as we do an oil spill: clean up part and leave the rest to a private company who can bill for it. The next thing we're looking at is equipment for rescue from a confined place: tripods, harnesses, and training. b.Presentation of Out -Year Requests Murphy — Reviewed the scheduled ambulance replacement. We recently replaced a number of staff cars; in the future, that will be done as appropriate, but we won't buy a bunch at once. For Engine 3 he needs to see how much he's spending on repairs before he decides whether to replace it or not; it's a secondary vehicle with minimal use. He will have to replace Engine 1 and Engine 2 which take the brunt of the service. Welch — He wants to ensure vehicle replacement is spread out across the out years rather than several appearing all at once. Hussey — Asked about the status of the shared -use auxiliary building. Murphy — That didn't get approved at Town Meeting last year. It had been put forward by Deputy Chief Charles Gibson. He put in out -year placeholders for the `Sconset station; they are doing about 10% of our call load, which is almost 300 calls. He wants to rehabilitate/replace the station, which could cost around $ l OM. Insurance companies have recently dictated that any home more than 3 miles from a station is "unprotected"; that impacts structures in both the east and west ends. He's not ready to entertain a sperate fire district for `Sconset. Discussion about using the RORI program to review the concept plans for an expanded/new `Sconset station and OIH. c. Review of the RORIs. Welch — Asked for any comments on the FY2021 requests. We might have to discuss the trench rescue equipment. His concern is the lack of storage for the equipment Lowell — He thinks this is something we need to do. He admires the MMA as Chief Murphy explained it. McEachern — Part of the problem is knowing if a trench is being opened; feels that system of communication should be in place before buying the equipment Turbitt — Sewer and Wannacomet Water have trenching equipment- Welch quipmentWelch — There would probably be a lot of usefulness of it, but he would like there to be a communication system in place first. Lowell — Dig Safe stuff is important to him because of the rise in frequency and feels it is a worthy investment, regardless of how often it's used. Welch — Several items that would be useful for the green sheet: oily rag box and prevention of catastrophic fire and, in concert with investment in trench rescue equipment, that there be a notification protocol between the Building Department and the builder to notify when excavating. b. Hussey — The OHI presentation to the Select Board is scheduled for September 11 at 6:00 p.m. Turbitt — This will be the time at which the Select Board endorses the concept plan; it would then advance through the remainder of the process. c. Lowell — There is a meeting for the new Senior Center coming up. He likes working with SMRT; they've done a lot of stuff on Island. d. Turbitt — He has a meeting with the Airport; they should be ready for next week. 2. Member Comments: a. Welch — We discussed requiring supplemental documentation; it has to be a meaningful attachment to the packet. Turbitt — The first thing he reviews is supplemental documents to ensure it will be useful; if not, he requests a correction. 3. Date of the next meeting: a.
