4/18/18 – Select Board Meeting/SBPF Proposed Project Expansion Request
The following is what is being gathered/reviewed/worked on by staff:
Liability analysis if project expansion is denied & how those costs would be paid
How costs will be paid if the road fails and/or the alternative access agreement is invalid because of the
“reasonable-efforts-weren’t-taken” argument
Updated estimated costs associated with relocating the road if it were to fail, including: engineering &
construction costs to relocate sewer, water, the road, legal fees and damages in connection with takings of necessary property
Impact on island infrastructure for sand deliveries
Implications of where sand will come from
Legal review of under what conditions/situations can betterment assessments be charged if the Town were
to: o take over the current project
o relocate the road (including taking costs, damage awards, engineering and construction costs for relocation of sewer and water lines, drainage, roadway)
Scientific review of adverse impacts of a) expansion or b) removal of existing
How will/will the existing structure be maintained if SBPF decides to abandon it if the proposed expansion is rejected
If Board were to approve the proposal, analysis/review of potential conditions, including the ability to appeal

What is the annual maintenance cost of the current system and what is the expected annual cost of the
proposed expanded system?
Where is the sand planned to come from? (specifically)
If approval for the expanded system is denied, will the current system continue to be maintained?
