Minutes of the meeting of July 5, 2011. The meeting took place in the PSF Community Room, 4 Fairgrounds
Road, Nantucket, MA 02554. Members present were Transportation Planner Mike Burns, Jack Gardner, Art
Gasbarro, Fire Chief Mark McDougall, Assistant DPW Director Mohamed Nabulsi, Police Chief William
Pittman, and Commission on Disability Chair Mickey Rowland. Executive Assistant to the Town Manager
Erika Mooney was absent. The meeting was called to order at 10:30 AM.
I. Public Comment
1. 21 Ocean Avenue – request for accessible parking space along Ocean Avenue. Since this item was not
on the agenda, the group agreed to request a copy of the photos that the property owner discussed and to
discuss the matter at the next meeting.
2. Silver Street Parking Lot. Debbie Dilworth inquired if the group’s recommendation to the Selectmen
regarding this matter would be discussed. The group informed Ms. Dilworth that the group received no new
information.
3. Federal Street at India Street – accessible parking space. The group discussed the previously
recommended accessible parking space in front of the Boarding House. A notice of the recommendation will
be sent to the Town Manager.
II. Other Business
1. Hinsdale Road at Nobadeer Farm Road. Mr. Gasbarro suggested that the shoulders of Nobadeer Farm
Road should be cut back to improve sight distances in light of the recent crash involving a bicyclist at the
intersection.
2. Backus Lane. The group discussed the need to connect Backus Lane with First Way to improve traffic
flow.
3. Federal Street at India Street – accessible parking space. The committee discussed the status of a
recommended accessible parking space along the west side of Federal Street at the intersection of India
Street in front of the Boarding House. Mr. Burns will forward a map of the recommendation to Town
Administration.
III. New Business
1. Request to make Winn Street one-way. The group discussed the submitted traffic report of sight line
constrictions at the intersection Winn Street and Milk Street with Winn Street resident Dick Arnold. The
group recommended the Board of Selectmen hold a public hearing to consider restricting the traffic flow
along Winn Street to one way northbound (from Milk Street to Vestal Street) between Milk Street and Vestal
Street.
2. Request for no parking/yellow lines at 32 Jefferson Avenue. The group agreed to have a site visit to
review the request. Following a site visit there was consensus to not recommend the requested yellow line.
3. Request for review of ZBA application for Middle C LLC for 56 Center Street as it relates to traffic.
Following a discussion of the ZBA application with the application’s representative, Melissa Philbrick, the
group agreed to send the Town Manager comments that included avoiding a driveway along Center Street,
the Academy Lane parking area is preferred if the parking spaces are not below the standard width or
length, one of the three proposed parking spaces along Academy Lane should be designated as short-term
(15 minutes), Academy Lane is not ideal for traffic circulation and should be avoided, and the development
should provide bike racks on the property near the main access to the building.
4. Request for accessible parking space at Galley Beach. The group agreed to have a site visit to review the
request. Following a site visit there was consensus to recommend two accessible and two regular parking
spaces at Galley Beach. The two accessible spaces would be located on the right side of Jefferson Avenue
at the end, one behind the other, with a space in between them to allow access to a gate entrance to the
cottages.
5. Request that angled parking be moved closer to Pi Pizza building on West Creek Road. Following a
discussion of the parking along West Creek Road the group took no action.
6. Review notice of possible encroachment/hedges for corner of Pleasant Street and Williams Street.
Following a discussion of the request the group referred the matter to the DPW.
7. Review notice of possible encroachment/hedges for corner of Joy Street and Prospect Street; on York
Street; corner of Dover Street and Orange Street. Following a discussion of the request the group referred
the matter to the DPW.
8. Request for crosswalk signage on Old South Road at Amelia Drive and Young’s Way. Following
discussion of the matter the group recommended crosswalk signage along Old South Road for both
approaches to the intersection of Amelia Drive.
IV. Old Business
1. Discussion of Downtown Loading Zones (Continued from 3 May 2011; 7 June 2011). Following a
discussion of problem loading zone areas at near the intersection of Main Street and Federal Street, Harbor
View Way at South Beach Street, and Easy Street at Oak Street the group took no action.
V. Adjournment
The meeting adjourned after the site visit at 10:00 AM on Thursday, July 7, 2011.
