Called to order at 4:00 p.m. Staff in attendance: Richard Ray Attending Members: Patricia Roggeveen (Chair); Malcolm MacNab, MD, PHD (Vice); James Cooper; Helene Weld, RN; Stephen Visco Absent Members: None Agenda adopted by unanimous consent I. PUBLIC COMMENTS – ANY MEMBER OF THE PUBLIC MAY ADDRESS COMMISSIONERS AT THIS TIME 1. None II. APPROVAL OF MINUTES April 14, 2011 May 12, 2011 June 16, 2011 Adopted by Unanimous consent III. VARIANCE REQUEST A. 9 Massachusetts Avenue Sitting Roggeveen, MacNab, Cooper, Weld Recused Visco Documentation Supporting documents and plans, staff recommendations. Representing None Public None Discussion Staff – Recommend approval of alternative design technology system tied into a Perc-Rite Drip Dispersal System. Action Motion to Grant Variance. PUBLIC HEARING Transfer of Health Department fee schedule from Board of Selectmen to Board of Health Sitting Roggeveen, MacNab, Cooper, Weld, Visco Recused None Documentation Copy of new fee schedule Representing Staff – Need to schedule a public hearing. Public None Discussion Need to announce in the paper about the meeting to discuss the fee schedule. Action Hold a public hearing on the next available Thursday contingent upon publishing in newspaper. Vote N/A V. DISCUSSEION BOH ability to mandate lifeguards at all semi-public pools Sitting Roggeveen, MacNab, Cooper, Weld, Visco Recused None Documentation Copy of Mass Gen Laws governing lifeguards. Representing Staff – Semi-public pool usually associated with hotels, motels, lodging houses, school. Currently must have a certified pool operator on staff. There has not been a mandate by the Town of Nantucket to require lifeguards at these pools; four have lifeguards. Recommend this board mandate that the pools on this island, during operating hours, have a lifeguard on staff and on site. Public None Discussion Cooper – Would like the people who own these pools come in and speak with the Board. Naushop and Nashaquisset have short-term rentals and should fall under this. MacNab – Agree. Action Schedule a separate meeting with “stake” holders. Vote N/A VI. UPDATE Summer 2011 – Routine for normal staffing of Health Department. Problem arose from transition to Inspectional Division, took Ray away from normal duties and piled them on LaFavre and Crowley. Now LaFavre spends substantial time out of the office supporting the Division. Hope this will iron out when space is reorganized. Regulatory – No regulatory changes contemplated for next six to nine months for this board. Will pursue a new recycling regulation with Department of Public Works (DPW). Need to discuss sewer expansion involving those presently on septic. Mosquito Control – Waiting for DPW to establish a Mosquito Control Commission. (Roggeveen – BOS just appointed the two public members it last night.) Next Spring can do some rudimentary ditch work and hand spraying. Need to draft a home-rule petition. Will model program on the Cape program using a larvacide. VII. CONCERNS FROM THE BOARD Tick-borne disease – (MacNab) Not much has happened. Looked at the mid-years numbers from the hospital and they were no accurate. Cases of Babesiosis are going up. Board did not approve changes to the “Bow Season”, but sent a request to the state asking for change in number of deer a hunter can carry. A hunter can kill unlimited number but carry only two; so hunters do not kill more than two. Better surveillance was a recommendation by the committee, but that has gotten worse. Regulation included among other things, education and deer reduction. Need to talk to Hunter’s Association. Need somebody to manage all this: to chase down educational programs, hook up with hunters etc; this would be a three- or four-month job. The issue that has failed is the execution. Survey would go to Nantucket residents. (Roggeveen) Perhaps should talk to Town to get budget for this. Minutes for September 29, 2011, adopted Oct. 13 Page 3 of 3 VIII.
