BOARD OF HEALTH
MINUTES – APRIL 14, 2011 PSF – 4 FAIRGROUNDS ROAD – 2ND FLOOR
MEMBERS PRESENT: Chairman Roggeveen, Malcolm MacNab, MD, PhD, Stephen
Visco, Helene Weld, RN, and James Cooper.
MEMBERS ABSENT: None.
Chairman Roggeveen calls the meeting to order at 4:00 p.m.
AGENDA
1. Concerns from the public. None noted.
2. 23 Massachusetts Ave. – variance request for a tight tank. HO Ray states that
this is an existing dwelling on a narrow property, abutting Madaket Harbor. A
tight tank would eliminate nutrient loading into the harbor. HO Ray recommends approval by BOH of the tight tank with a signed maintenance
contract, an alarm system in place and for seasonal use only (6 months). If
approved by BOH, the variance request would then go on to DEP for their
consideration.
BOH members ask about submitting requests for a tight tank, the testing required
to determine tight tank usage, how seasonal use is adhered to, and the inspection
process by the Health Department.
BOH approves variance request for tight tank unanimously.
3. Presentation/Discussion with Waste Options – Nantucket landfill’s on-site
programs.
Representatives from Waste Options did not show up to BOH meeting. Chairman Roggeveen suggests adding them on to a future meeting.
4. Recap of Annual Town Meeting – Article 32 – Septic system and sewer line
repair financing program – This allows the Health Department to access a
wastewater treatment fund in Massachusetts, a fund with substantial dollars to loan to folks with failing septic systems or for those who have the ability to
connect to existing sewer line. The loan will pay for design, installation, and
inspection. It passed with unanimous approval at town meeting. The property
owner will repay the loan over 20 years at 2% interest on their tax bill. There
will be $1,000,000 available in the first year, with the ability to access an additional $1,000,000 the second year. Paperwork has been submitted to the

state and it will be approximately 30-60 days until funding is received. This loan
will benefit folks in Madaket, those on fixed income, etc.
BOH members ask how it pays for sewer connections. HO Ray states it will pay
from the house to property line/to reach town stub – but not sewer connection fees
or other town fees which would be the responsibility of the homeowner.
Mr. Barnes asks how the program works. HO Ray states that the homeowner will
get three bids from an engineering firm and three bids from licensed installers to the
town. The town will award the bids to each (most likely the lowest bidders). There
are no income limitations – program is open to all. HO Ray will present information
to the public at an upcoming BOS meeting as BOH is not yet televised.
HO Ray tells the Board that the Health Department is gearing up for the summer,
getting very busy with restaurant and business openings, etc. It appears that the
building at 37 Washington Street will be going through transformation due to staff
reorganization and will become clearer over the next several weeks after information is garnered from the architects.
Chairman Roggeveen wants to discuss upcoming agenda and suggests a goals and
objections discussion be forthcoming with board members.
Dr. MacNab asks about mosquito control and HO Ray suggests inviting the CCRB
over to discuss the Cape’s mosquito program.
Ms. Weld asks about visiting nurse program and it is mentioned that the VNA will
be presenting their program to the Board.
Mr. Cooper asks about the hospital’s kitchen. HO Ray asks Assistant Health Officer Crowley to bring the Board up-to-date. Mr. Crowley states that the plumbing was
deteriorating under the 3 bay sink and needed replacement. The hospital has
recently added a new 3 bay sink and resolved their plumbing problem and should be
back in business soon. In the interim, Sherburne Commons was supplying food for
the hospital. Dr. MacNab states that the Hunting Association is showing interest in connecting
hunters with private property owners but was unsure about liability issues.
HO Ray suggests that Board members view and sign up on the MAHB website
which is filled with great information.
Assistant Health Officer Crowley suggests that Board members may want to join the Health Department staff on inspections/installation viewing of septic systems to
familiarize themselves with that aspect of the Department’s work.
BOH unanimously adjourns at 4:45 p.m.
