Conference Room 2 Fairgrounds Road Trustees Present: Matthew MacEachern, Fernando Esteban, Rick Atherton, Charles Hughes (exited the meeting @ 4:15 PM), Bob DeCosta, and Whitey Willauer Trustees Absent: Michael Kopko, Patty Roggeveen, and Linda Williams, Staff present: Susan Bennett Witte I. 1. Call to Order The meeting was called to order at 3:08 pm II. 2. Establish Quorum Chairman MacEachern established there is a quorum with 6 of the 9 trustees in attendance III. 3. Approval of Agenda A motion was made by Mr. Atherton and duly seconded to approve the agenda as written, the vote carried 6-0 IV. 4. Approval of Minutes Mr. Hughes moved to approve the August 8, 2011 minutes as presented, the motion was seconded and carried unanimously. V. 5. Public Comment There was no public in attendance. VI. Action/Discussion a. Ongoing Business i. 5 Monohansett RFP update- staff reported that there were no responses to the third successive RFP to dispose of the parcel at 5 Monohansett ii. Audit requirement update-authorize representation letter execution- the independent audit has been completed and staff requested a motion to authorize the chairman to sign the paperwork required for auditor to be paid. Mr. Atherton made the motion to have the Chairman sign the representation agreement, the motion was properly seconded, there being no discussion it carried unanimously 6- 0. iii. 7 Surfside Rd development update- staff reported that steps are in progress to create a loting plan for the inclusion of the first of two or three additional dwellings on the site. Mr. MacEachern requested to have input into the nature of the loting plan request and wants the request to include analysis, design, and schematic planning. iv. CPC Application Results for FY 2013-staff reported that the CPC has recommended that one of the three applications submitted for funding is being moved forward to 2012 ATM for voter approval- $160,000. Earmarked for development of the first two additional units at 7 Surfside Road. b. New Business i. This item was carried over from the September meeting which had no quorum and votes could not take place. Staff reported that (her) Housing Planner/Specialist employment anniversary salary adjustment is past due from 9/23 and indicated that this action is routine per current Laborers’ union contact with Town of Nantucket and further requested per her supervisor Mr. Vorce that delegation of future administrative payroll related functions be handled directly by the Planning Director. A motion was made by Mr. MacEachern and duly seconded to sign the needed paperwork to effect the adjustment. The motion carried unanimously 6-0. There was discussion and a request by some members to carry over to the next meeting the discussion of delegating administrative payroll functions at which time the Director Mr. Vorce could be in attendance to answer some of the Trustees questions. ii. Staff explained that due to the lack of consumer interest in the 5 Monohansett parcel in the RFP process and that the AHTF had expected to use proceeds to fund AHTF activities from those expected proceeds, and whereas the Dir. of Planning orchestrated an idea which was acceptable to the BOS at an earlier BOS XS to swap out the 5 Monohanset piece for a different parcel in Surfside (12 Weweeder), and the Weweeder parcel does have an abutter wanting to acquire that parcel, staff requested an initial motion to return the Monohansett parcel to the Town as the first step in effecting the swap. Mr. Atherton made a motion which was seconded to rescind AHTF vote regarding acceptance of 5 Monohansett Deed and Execute a Release Deed for 5 Monohansett to Town of Nantucket. The motion carried unanimously 6-0 iii. As part two of the above action staff requested a Motion to accept deed for 12 Weweeder and Motion to issue RFP to sell 12 Weweeder for appraised value. Staff further discussed her understanding of the BOS XS 10/6 discussion and agreement that the proceeds from sale 12 Weweeder would be available to the AHTF to fund AHTF mission; clear 2011 MOU to Housing Nantucket – and balance of monies in excess of $500,000 would be gifted from AHTF back to Town of Nantucket. There was no motion as requested and after discussion a motion was made by Mr. Atherton to table this discussion until the 12/12/11 meeting. That motion was seconded and carried 6-0. iv. Chairman MacEachern presented his proposed goals for the coming calendar year those included: Acquire or create a goal of four (4) units in the next year (1 and 2 BR size) Educate the public re: who we are and what we do (Mr. Hughes exited the meeting at 4:15 PM) Obtain a public policy intern for the summer of 2012 Hire and utilize design professional where appropriate And requested that these goals be placed on the December meeting for discussion and motion to adopt. VII. Executive Session (XS): At 4:40 pm the AHTF Trustees were individually polled to go into Executive Session for the purpose to consider the purchase, exchange, lease or value of real property if the chair declares that an open meeting may have a detrimental effect on the negotiating position of the public body. The XS minutes from two prior XS will be offered for approval and determination whether or not to be released and not to reconvene in open session. The released minutes are available on the AHTF website VIII. Adjournment as per above item Vll. the regular meeting ended at 4:40 pm when by procedure the AHTF went into XS. __________________________________________________________________________________ The Mission of the Trust is to provide for the creation and presentation of affordable housing in the Town of Nantucket for the benefit of year-round low and moderate income households who would otherwise have difficulty, financial or otherwise, locating housing on Nantucket. These are posted as Open Meetings held at 3 o’clock pm in the 2 Fairgrounds Road Conference Room on the following dates: November 14, 2011; December 12, 2011; January 9, 2012; February 13, 2012; March 12, 2012; May 14, 2012; June 11, 2012; August 13, 2012; September 10, 2012; October 15, 2012; December 10, 2012
