Conference Room 2 Fairgrounds Road Trustees Present: Matthew MacEachern, Fernando Esteban, Linda Williams (arrived 3:25 pm), Rick Atherton, Charles Hughes, Patty Roggeveen and Whitey Willauer Trustees Absent: Bob DeCosta, Michael Kopko, Staff present: Susan B. Witte I. Call to Order The meeting was called to order at 3:10 pm II. Establish Quorum Chairman MacEachern established there was a quorum III. Approval of Agenda Motion was made by Mr. Atherton and duly seconded to approve the agenda, the vote carried 6-0 IV. Approval of Minutes Mr Atherton made to motion to approve the minutes of the May 9, 2011 meeting, and after being duly seconded the motion carried unanimously. V. Public Comment No Public Comment VI. Action/Discussion 1. Ongoing Business: a. 5 Monohansett-update- Staff reported there were disappointingly no bids received for the RFP to dispose of 5 Monohansett on the due date of 6/9/11. The listing remains in the Link (NAREB MLS) system and a new 30 day RFP issuance will be discussed along with a possible price change in the Executive Session portion of this meeting b. 7 Surfside Rd- update – Staff reported the tenant rent payment history is “on time”. The yard work, new loam, and seeding is completed. The grass lawn is taking hold and heavy watering phase is behind us. A pre-lease plan to install a washer and dryer for the unit after several months of successful rent accumulation and then to transfer the water utility into the tenant’s name will be initiated. The staff is looking for a gently used “stack” washer and dryer to install. c. Programs in Development for FY 2012- Staff reported that the web site has been updated with US Census demographics for Nantucket have been put on the Housing Planning portion of the Town’s web page and on the AHTF web page. Staff reported that three (3) CPC applications should be draft outline form for the next AHTF meeting. Those programs are specifically: an Accessory Apartment Amnesty program; a House Move Program; 7 Surfside Road Development Program. 2. New Business: a. Audit requirement- Staff reported the AHTF charter requires an annual independent audit. FY closes the end of this month. Staff obtained an estimate from the Town’s contracted auditor Powers and Sullivan and was quoted a price from four (4) to not to exceed ten (10) thousand dollars. Trustees requested staff to seek other price quotes. Mr Atherton offered to contact Powers and Sullivan through the audit committee and learn if better pricing might be available to us as a Town entity. Suggestions from other Trustees included getting a quote from Mr. Peter Lamb’s accountancy firm as well as researching who other municipalities with AHTF’s utilize for their audits. b. Fund raising –Private donations- credit card account – Staff announced her plan to accept the volunteered assistance of a Summer resident knowledgeable in fund raising to assist staff in drafting a letter which would be generic yet personalized to reach out to those persons who by public record purchased a home in Nantucket in the past 12 months at a cost over 150% of Median sales price for Nantucket, which is the identical demographic that was identified by proponents of the Community Housing Bank Bill which passed unanimously at multiple Annual Town Meetings and had it been approved by the Legislature would have created a tax of 1% of the sales price to be mandated for the local use to create affordable housing. The Town Treasurer, who is custodian of the AHTF monies has offered the AHTF a mechanism to collect donations/gifts by credit card. Ms Roggeveen and Mr. Atherton expressed concern this may be an ethical problem for the members of the Trust who also serve on the Board of Selectmen. Mr. Hughes expressed concerns about asking for money from this demographic at all stating he would prefer the AHTF be listed on the tax bill as a choice for contributions. Ms Witte explained that a Special Act request of the Legislature is in planning for presentation at 2012 Annual Town Meeting and explained that in the past 12 months there have been over 90 transactions with sales prices higher the 150% of median i.e., over $2 Million dollars and that the Trust is in a good position to introduce itself to this demographic and in explaining the mission and purpose of the Trust to accept tax deductable donations. Ms Roggeveen and Mr. Atherton requested that staff delay the issuance of these letters until after receiving a ruling from the State Ethics Commission that this is a permissible task for the Trust. c. Potential acquisition- Staff requested a motion to add an additional CPC request for funds application for FY 12 for the acquisition of 20and 24 S Shore Rd to then subsequently donate to a non-profit entity interested in developing the parcel for affordable rental housing. Several questions surfaced by Trustees as to the environmental status of that property and a motion was made by Mr Hughes and duly seconded which carried unanimously to have staff look into such status and report back to the AHTF at next meeting and to initially work on a draft CPC application for funding. V11. Executive Session: The AHTF Trustees will be polled to go into Executive Session to consider the purchase, exchange, lease, or value of real property and not to reconvene in open session. A motion was made by Ms Williams and duly seconded at 3:40 PM all Trustees were individually polled and the vote was unanimous to go into Executive Session to consider the purchase, exchange, lease, or value of real property and not to reconvene in open session. VIII. Adjournment- This was done at 4:00 PM at the above reference Executive Session. __________________________________________________________________________________ The Mission of the Trust is to provide for the creation and presentation of affordable housing in the Town of Nantucket for the benefit of year-round low and moderate income households who would otherwise have difficulty, financial or otherwise, locating housing on Nantucket. These are posted as Open Meetings held at 3 o’clock pm in the 2 Fairgrounds Road Conference Room on the following dates: January 10, 2011; February 14, 2011; March 14, 2011; May 9, 2011, June 13, 2011; August 8, 2011; September 12, 2011; November 14, 2011; December 12, 2011
