Conference Room 2 Fairgrounds Road Present: Matt MacEachern, Allen Reinhard, Brian Chadwick, Rick Atherton, Michael Kopko, Fernando Esteban, Linda Williams and Patty Roggeveen Staff Present: Andrew Vorce, Leslie Snell, Susan Bennett Witte and Catherine Ancero I. Call to Order- Meeting was called to order at 3:00 P.M. by Chairman Mr. MacEachern. II. Establish Quorum- Chairman MacEachern declared a quorum. III. Approval of Agenda: A motion was made to approve the agenda, duly seconded and voted 8-0 in favor. IV. Approval of 10/05/2009 Minutes: A motion was made to approve the minutes of October 5, 2009, duly seconded and voted 8-0 in favor. V. Public Comment: No comments were made. VI. Action/Discussion: A. Continued: 1. In the event the AHTF requires a legal opinion to who should such services be billed, Town Administration? Ms. Witte stated that she is waiting for a definitive decision from Town Administration. There was a brief discussion if the Board should consider the option of billing a third party because other agencies or individuals may be tapped out. As there are no current legal issues to address the subject will be re-visited only when needed. 2. Concerning tax restrictions which might apply to any gifts bequeathed to the AHTF Ms. Witte stated that she reviewed language in the trust and trust is exempt from taxes and waiting for guidance from the Finance Department. 3. Document Treasurer Procedures, including review and approvals Mr. Vorce stated that they did have an initial discussion with the Finance Department and there will be a meeting scheduled when they are ready to set up an account. The treasurer of the Town is responsible for the Housing Trust funds. B. Execute Trustee Agreements: Ms. Witte stated that at the October meeting she passed out a draft of the Board of Selectmen approved language which was drafted by Town Counsel and all of the Trustees have to sign the agreement which she has available for them after the meeting. A motion was made to execute the Trustee Agreements with the language as drafted, duly seconded and voted 8-0. Affordable Housing Trust Fund (AHTF) draft minutes of December 7, 2009 C. Mandatory Ethics Training: Ms. Witte stated that she received only two certificates and is waiting for seven others. She emailed everyone and will again VII. Report Items: Housing Planner Specialist Report CPC funding for both the AHTF and Housing planner/specialist included in the report. Two responses were received back on the Millers Lane property neither of the two submissions (Habitat for Humanity and Housing Nantucket) met the threshold criteria. It will need to be reissued with instructions. Mr. Kopko would like to see the RFPs come back to the Board of Selectmen before it goes back out again so they could review and discuss what criteria they might want in it. VIII. Other Business: ƒ There was a brief discussion about the CPC and the Housing Planner/Specialist position funding. ƒ Brief discussion of upcoming Town property sale on Clifford St. for $801,000.00 and suggested requesting a portion of the proceeds be directed to the AHTF for affordable housing. A motion was made to recommend to the Board of Selectmen that it consider the Housing Trust fund as a recipient for funds of the sale for a portion of the lot, duly seconded and voted 6-0 (Mr. Atherton and Mr. Chadwick abstained) ƒ Have an executive session sometime in the future regarding property acquisition and maybe discuss it at the next meeting and provide a preliminary list of properties. IX. Adjournment: A motion was made to adjourn the meeting at 3:45 PM, duly seconded and voted 8-0 in favor. ____________________________________________________________________________________________ The Mission of the Trust is to provide for the creation and presentation of affordable housing in the Town of Nantucket for the benefit of year-round low and moderate income households who would otherwise have difficulty, financial or otherwise, locating housing on Nantucket.
