Minutes – Ad Hoc Budget Workgroup Meeting, held September 14, 2011

A duly noticed meeting of the Ad Hoc Budget Workgroup was held in the conference room located
at #16 Broad Street on Wednesday, September 14, commencing at 8:30 AM.
Present: C. Elizabeth Gibson, Gregg Tivnan, Rick Atherton, Whitey Willauer, Michael Cozort, Jenny
Garneau, Robin Harvey, Matt Mulcahy, Tim Soverino, and Irene Larivee
Absent: Glenn Field

Call to Order
Chairman Rick Atherton called the meeting to order at 8:32 AM.
Approval of Minutes
None
Review FY2013 Projections & Assumptions
The workgroup discussed the 5‐Year General Fund revenue and expense projections. Ms.
Larivee noted local revenue, specifically excise tax, increased in FY 2011 due to the increase in
rooms excise tax and local meals option tax adopted in 2009 and for which the first full year of the
revenue was FY 2011. The adoption of these taxes allowed the town to mitigate cutting an
additional $1,000,000 out of the general fund budget for FY 12. Ms. Larivee continued to explain
the 2012 projected new growth has experienced a small increase in the amount of $200,000 over
the original projection. At the present time, this increase is considered an anomaly and will need to
be reviewed in future years to determine if it is sustainable in the out years.

Discussion continued around town salaries and collective bargaining. Ms. Gibson explained
the town includes a “Contractual Allowances” amount each year in the salary section of the town
operating budget as a separate line item in Article 8 for collective bargaining.
Discussion followed as to what if any impact the recent health care reform legislation
enacted in July will have on the 2013 forecast. Ms. Gibson informed the workgroup discussions
with the Board of Selectmen regarding this topic are on‐going.
Review FY2013 Budget Timeline
Ms. Gibson noted that the 2012 Annual Town Meeting (ATM) will start on Saturday, March
31, 2012. The timeline was moved up one week to accommodate this start date but otherwise
mostly remains the same as last year.. The group reviewed the tasks contained in the draft FY2013
budget timeline and adjusted the upcoming meetings for the Ad Hoc Budget Workgroup to 9:00am.
Review September Activities
Upcoming September activities include the submittal of free cash certification to the
Department of Revenue; the Capital Program Committee begins to review the FY2013 capital
appropriation requests; FY2013 budget instructions are sent out to departments; and a FY2013
budget “kick‐off” meeting is scheduled with the department heads.
Superintendent Cozort indicated the Nantucket Education Trust (NET) is currently reviewing
its rental housing at Cow Pond Lane.
