Minutes – Ad Hoc Budget Workgroup Meeting, held March 30, 2011

A duly noticed meeting of the Ad Hoc Budget Workgroup was held in the conference room
located at #16 Broad Street on Wednesday, March 30, 2011, commencing at 10:00 AM.
Present: C. Elizabeth Gibson, Gregg Tivnan, Patty Roggeveen, Whitey Willauer, Michael
Cozort, Jenny Garneau, Jim Kelly, Matt Mulcahy, Glenn Field, and Irene Larivee
Absent: Robin Harvey
Also present: None
Call to Order:
Chairman Patty Roggeveen called the meeting to order at 10:01 AM.
Approval of Minutes
None
Continued Review of Fiscal Year 2012 Forecast
The workgroup discussed Article 8 – Operating Budget for the 2011 Annual Town
Meeting. It was explained that if there is an attempt to add to the budget for a specific
position, it doesn’t require that administration fill the position. Position additions or
eliminations are a management right. Town Meeting votes to approve the operating
budget. Additionally, a funding source would have to be identified.
Review April Activities
Ms. Gibson informed the group the Annual Pre‐Town Meeting Conference is
scheduled for March 30, 2011 at 2:00pm. A few members of the group indicated that

Article 9 (Health and Human Services Funding) may be called to adjust the funding
allocations per organization however the bottom line of the appropriation would not be
impacted. It was also noted there was a possibility Article 68 – Bylaw for Council on Human
Services would be called and a proposed amendment to the by law would be presented on
Town Meeting floor.
