Minutes – Ad Hoc Budget Workgroup Meeting, held February 1, 2011

A duly noticed meeting of the Ad Hoc Budget Workgroup was held in the conference room
located at #16 Broad Street on Tuesday, February 1, 2011, commencing at 10:00 AM.
Present: Ms. C. Elizabeth Gibson, Ms. Patty Roggeveen, Mr. Michael Cozort, Ms. Jenny
Garneau, Ms. Robin Harvey, Mr. Glenn Field, and Ms. Irene Larivee
Absent: Mr. Gregg Tivnan, Mr. Whitey Willauer
Also present: Mr. Michael Kopko
Call to Order:
Chairman Patty Roggeveen called the meeting to order at 10:05 AM.
Approval of Minutes from 01/11/2011
All were in favor, the draft minutes were approved.
Continued Review of Fiscal Year 2012 Forecast
Ms. Gibson informed the group the Barnstable County Retirement Assessment
figures were received. The open items that pertain to the budget include the Madaket
Wind Turbine and citizen warrant articles. Ms. Gibson also provided an update on the
departmental consolidations.
Mr. Field inquired about the citizen warrant articles impact on the budget. He
indicated his understanding that the citizen not only needs to identify the cost but also the
funding source. Ms. Larivee confirmed his understanding.

Mr. Kelly provided feedback from the Finance Committee regarding the
consolidations to the workgroup. He applauded Town Administration being steadfast on
improving town government and making things better overall. He continued to explain that
it’s not about trying to save someone’s job; but to ensure public needs are being addressed.
Ms. Garneau indicated the School Committee conducted its public hearing on the
FY2012 budget. Overall, attendance was about 40 people from the community. A majority
of the questions pertained to specific program cuts.
Review February Activities
Ms. Gibson informed the group, in the month of February, the Finance Committee
will meet every Monday, Tuesday, and Thursday to continue its review of the FY2012
Budget projections and the Annual Town Meeting Warrant. The Board of Selectmen will be
receiving an update, at their regularly scheduled meeting, regarding the consolidations on
February 16, 2011. Ms. Gibson explained that we have also begun to reach out to the
community to further explain the consolidations. On February 2, 2011, Ms. Gibson and Ms.
Larivee are scheduled to attend the Builder’s Association Meeting and the Nantucket Bar
Association on February 15, 2011.
Mr. Cozort informed the group the negotiations with the Teacher’s Union are
progressing on a weekly basis. He indicated there appeared to be a misunderstanding of
the health insurance trust drawn down that occurred a few years ago and requested
clarification from Town Administration. Ms. Gibson explained the employees are not
overpaying their health insurance premiums. The Nantucket Cottage Hospital overbilled
the Town by $1,000,000 in prior fiscal years. The bills are paid from the Health Insurance
Trust Fund. Therefore, the town received a refund which was passed onto not only the
Health Insurance Trust Town portion, but also the employees who paid into the health
insurance trust.
Date of Next Meeting & Topics
The date of the next meeting was scheduled for Tuesday, March 1, 2011 at 10:00AM
in the NRTA Conference Room located on Chestnut Street. The tentative topics of
discussion include a continued review of FY2012 projections and upcoming activities in the
month of March.
