Ad Hoc Budget Workgroup
Minutes – Ad Hoc Budget Workgroup Meeting, held November 23, 2010
Approved 1/11/2011
A duly noticed meeting of the Ad Hoc Budget Workgroup was held in the conference room
located at #16 Broad Street on Tuesday, November 23, 2010, commencing at 9:00 AM.
Present: Ms. C. Elizabeth Gibson, Mr. Gregg Tivnan, Ms. Patty Roggeveen, Mr. Whitey
Willauer, Mr. Michael Cozort, Ms. Robin Harvey, Mr. Glenn Field, Mr. James Kelly, Mr. Matt
Mulcahy, and Ms. Irene Larivee
Also present: Mr. Michael Kopko
Call to Order:
Chairman Patty Roggeveen called the meeting to order at 9:00 AM.
Approval of Minutes from 10/27/2010
Mr. Kelly made a motion to approve the minutes as written which was seconded by
Mr. Willauer. All were in favor, the draft minutes were approved.
Continued Review of Fiscal Year 2012 Forecast
Ms. Gibson provided an overview of the Town’s proposed departmental
consolidations as presented to the Board of Selectmen on November 17, 2010 which is part
of the Town Administration strategy to balance the FY 12 budget. Mr. Kelly stated the
consolidations show leadership in a difficult economy. He inquired about the Board of
Selectmen’s support. Ms. Gibson responded the Board of Selectmen has shown their
support in the past.
In regards to the FY2012 Forecast, Ms. Larivee indicated there wasn’t much change
since the last Ad Hoc Budget meeting. There remain two “unknown” variables to the
FY2012 forecast which include the Barnstable County Retirement assessment (BCRS) and

State Local Aid. The BCRS projected assessment is typically received on December 31st and
the State Local Aid figure is typically released in the spring; however the current projections
seem reasonable.
Discussion occurred regarding the health insurance projection and whether it has
changed and how expenditures are paid.
Mr. Kelly asked Ms. Gibson if the Board of Selectmen still has a parameter in place
for union contracts. Ms. Gibson replied there is a 2.5% guideline in place for Town union
contracts. Mr. Kelly asked Mr. Cozort if the same parameter was applied to the Schools.
Mr. Cozort indicated no money has been put on the table at this time.
Review December Activities
Ms. Gibson informed the group, in the month of December, FY2012 Town
Administration budget recommendations will be presented to the Board of Selectmen on
December 8, 2010. On December 15, 2010, Barnstable County Retirement Board will
provide a “Retirement 101” presentation to the Board of Selectmen. The Board of
Selectmen will begin its review of citizen warrant articles the first week of December with
the Finance Committee beginning on December 16, 2010.
Mr. Cozort indicated school departments will present their budget requests on
December 7, 2010. On December 14, 2010, the Principals will present their
recommendations to the School Committee.
Date of Next Meeting & Topics
The date of the next meeting was scheduled for Tuesday, January 11, 2011 at 9:00
AM in the conference room at 16 Broad Street. The tentative topics of discussion include a
continued review of FY2012 projections and upcoming activities in the month of January.
