The meeting took place in the Public Safety Facility Community Room, 4 Fairgrounds Road, Nantucket, MA 02554. Members of the Board present were Rick Atherton, Michael Kopko. Absent were Robert DeCosta, Patricia Roggeveen, and Whiting Willauer. Chairman Atherton called the meeting to order at 4:00 PM. NO QUORUM I. Wastewater Action Plan Workshop. TOPIC I. Introduction by Board of Selectmen Chair. Mr. Atherton introduced Brian Dudley from Mass. DEP. TOPIC II. Overview of Massachusetts Estuaries Program (MEP) MassDEP – Brian Dudley o General MEP Discussion o Review of Total Maximum Daily Load Concept and Options to Address Nantucket TMDL and MEP – Status School of Marine Science and Technology (SMAST) –Dr. Brian Howes and Roland Samimy o Madaket MEP o Nantucket Harbor MEP o Additional Model Runs-Processes Mr. Dudley gave a general overview regarding MEP and total maximum daily loads (TMDL’s). The goal is habitat restoration. Brian Howes from SMAST stated Nantucket Harbor, Madaket Harbor, Long Pond and Sesachacha Pond are completed. Mr. Howes reviewed management aspects. 4:17PM - Ms. Roggeveen arrived – QUORUM Mr. Howes stated the local controllable load for Madaket/Long Pond is 58% septic landfill. The primary restoration goal due to nutrient enrichment is eel grass habitat in region of Hither Creek. Second restoration goal is the animal habitat in Long Pond. Madaket Harbor is in relatively good shape and has already undergone significant management. Most of Nantucket Harbor is supporting high quality animal habitat and there has been significant improvement in Polpis Harbor. Mr. Howes reviewed nitrogen management options. Rosemary Blacquier reviewed the presentation and gave an estuaries update, 4:38PM - Mr. WIllauer arrived. Dave Fronzuto, Harbormaster, reviewed Brant Point Tide Rotation (Nantucket Harbor). Mr. Fronzuto stated he is looking to raise the height of the jetty to improve velocity of tide and that improves navigation. It takes seventy days for total water exchange at the head of harbor. You lose water velocity as you head into the harbor. We need to reduce 4.9 kg a day in Nantucket Harbor. The final MEP recommendations are to update the 2004 CWMP to incorporate estuaries reports and to plan to meet TMDL thresholds in Nantucket Harbor, Sesachacha Pond and Madaket Harbor/Long Pond. 2 Nantucket Health Department – Richard Ray o Mandatory Sewer Hook Up Regulations o Potential Sewer Extensions/Sewering Alternatives Nantucket Marine and Coastal Resources Department o Update of Water Quality Testing Results TOPIC III. Questions and Answers Michael Angelastro asked why not install a culvert to the ocean at the head of the harbor. Mr. Fronzuto stated a study was done by Wes Tiffany of the UMass Field Station and it was not recommended. 5:02 PM – Mr. Kopko left the meeting. Peter Halsted would like to see a further study of haul over at head of harbor for periodic openings. Historical detail maps show a breach in late 1800s that last twenty years and did not create Wauiwinet Harbor or require jetties to keep open. Mr. Halsted is in favor of less expensive options versus very expensive sewer projects. Ms. Roggeveen wants to hear recommendations from citizens on how to proceed and state that the Town is not trying to force sewer on people but trying to look at all options. Brian Dudley stated the CWMP is not driven by DEP or MEP. It is community driven. Scott Newquist would like to see a timeline to update CWMP. Mr. Newquist asked what happens if the only solution for the island is too costly than what can it afford? John D. estimates it will take two years to update the CWMP. Brian Dudley feels the Town is making a good faith effort and this allows flexibility for the Town and the DEP. The Town does not want to get in a situation with a Federal Court Order Mandate. There is zero flexibility then. Charlie Stott urges the Board to from a citizen advisory committee to make recommendations to the Board. TOPIC IV. Review of Working Schedule, Neighborhood Association and Other Civic Group Meetings 5:55PM – Ms. Roggeveen left the meeting and returned at 5:57PM. Ms. Roggeveen suggested getting a list of best practices in other communities. Board of Selectmen Workshops – Nantucket PSF Community Room from 4-6 PM  September 14th – Setting Wastewater Priorities and Initiating a Funding Discussion  October 12th – Funding and Financing  November 15th – Draft Wastewater Action Plan The meeting was adjourned at 6:10PM.
