HomeMy WebLinkAboutBOSminutes20100401 AM1 BOARD OF SELECTMEN Minutes of the Meeting of April 1, 2010. The meeting took place in the Town Building Conference Room, 16 Broad Street, Nantucket, MA 02554. Members of the Board present were Rick Atherton, Brian Chadwick, Allen Reinhard, and Patricia Roggeveen. Michael Kopko was absent. Vice Chairman Roggeveen called the meeting to order at 9:01 AM. 1. Discussion Regarding Department of Human Services. Vice Chairman Roggeveen mentioned that the Board of Selectmen’s commitment to the Human Services Collaborative Work Study Group (HSCWSG) had impact on the budget and policies; she feels that a Request for Proposal (RFP) was premature. According to her, the Board needs to be definitive as to where it stands regarding the Department of Human Services. Mr. Reinhard said that the reason behind the HSCWSG is to increase the resources to the community while improving services. Vice Chairman Roggeveen feels that the HSCWSG can be formed with or without the Town but that the group wants the Town’s fiscal involvement. Mr. Atherton reviewed the draft resolution (attached); he feels the Board’s vote on January 13, 2010 to eliminate the Department of Human Services has been a premature decision. Vice Chairman Roggeveen suggested stakeholder involvement. Mr. Atherton feels the Board should reconsider support of Annual Town Meeting (ATM) 2010 Article 33 regarding a bylaw amendment to the Council for Human Services. Jackie McGrady asked for clarification on what Vice Chairman Roggeveen meant by fiscal involvement. Mr. Reinhard expressed his concern on opening up the process again. Mr. Chadwick feels there should be a vote on Article 33 before the ATM. Mr. Chadwick moved to adopt the resolution in its present form; Mr. Atherton seconded. On the motion, all in favor, so voted. Mr. Chadwick expressed concern regarding certain advisory committees that serve to the Board of Selectmen venturing outside of their charge; he would like to make it explicit that these committees should not report to other forms of government or to the press. Jim Kelly applauded the Board for stepping back and listening to the human services community. Mr. Reinhard and asked for a moment of silence for Mimi Beman. The meeting was unanimously adjourned at 9:45 AM. Approved the 21st day of June, 2017.
