Minutes of the Meeting of 7 October 2010. The meeting took place in the Conference Room, 16
Broad Street, Nantucket, MA 02554. Members of the Board present were Rick Atherton, Brian
Chadwick, Michael Kopko, Patricia Roggeveen, and Whiting Willauer. Chairman Roggeveen called
the meeting to order at 9:07 AM.
Town Manager C. Elizabeth Gibson discussed a house at 30 Easton Street, which is now owned
by the Nantucket Affordable Housing Trust (AHT) and which has been temporarily moved from its
former location at 30 Easton Street to a Town-owned lot across the street. Ms. Gibson stated it was
her understanding that the house was to move to one of the Town-owned “Ticcoma” lots on
Ticcoma Way, and not to the Town-owned adjacent lot at 2 Fairgrounds Road which now seems to
be the case, noting that the entire parcel, including lots which have been subdivide out, still have
Natural Heritage issues which need to be resolved. Ms. Gibson reviewed a conversation she had
with Housing Specialist Susan Bennett Witte about the house move. Mr. Kopko said the Board had
a full discussion regarding the house and the move at a recent AHT meeting, with input from
Planning Director Andrew Vorce, and said all present understood the ramifications of taking
ownership of the 30 Easton Street house and where it was going to be moved. He added that he
felt “comfortable” with Mr. Vorce’s advice. Ms. Gibson noted that Town Administration was not
included in the AHT conversation and was “out of the loop” that the house is to be moved to a lot
other than one of the “Ticcoma” lots. She added that the Board acted as the AHT Trustees, and
was not convened as the Board of Selectmen, which is a different entity. Ms. Gibson stated that
there are possible Natural Heritage and procurement issues regarding moving the house to the
adjacent lot. Mr. Atherton said he did not remember discussing any Natural Heritage issues when
he met as a member of the AHT. A discussion among Board members, Ms. Gibson and Mr. Vorce
followed regarding decisions which were made about the house and move by the AHT and not the
Board. Mr. Atherton suggested that Town Administration make a list of issues which need to be
addressed regarding the move. Mr. Vorce noted the date scheduled to move the house is 16-17
November 2010, adding that the AHT owns the house now. It was agreed that this matter would be
scheduled for the Board’s 20 October 2010 meeting.
At 9:31 AM Mr. Atherton moved to adjourn to executive session for the purpose of collective
bargaining negotiations/SEIU; collective bargaining grievance/Laborer’s Union; real estate
disposition: easement/83-85 Eel Point Road, easement/47-49 Nobadeer Avenue, Industry Road
parcel H and M/finalize purchase and sale agreement/review draft deed/schedule closing date;
paper streets sales/vote of surplus property/price setting for parcels; Wilkes Square
redevelopment; pending litigation updates/Conservation Commission/Planning Office/Historic
District Commission/Zoning Board of Appeals/Town Counsel, not to return to open session; Mr.
Willauer seconded. So voted, all in favor by roll call vote.
Approved the 1st day of December, 2010.
