The meeting took place in the Town Building Conference Room, 16 Broad Street, Nantucket, MA 02554. Members of the Board present were Rick Atherton, Michael Kopko, and Allen Reinhard. Brian Chadwick and Patricia Roggeveen were absent. Chairman Kopko called the meeting to order at 2:28 PM. WORKSHOP MEETING WITH REPRESENTATIVE MADDEN AND SENATOR O’LEARY. Chairman Kopko and Planning Director Andrew Vorce updated Representative Madden and Senator O’Leary on the proposed Affordable Housing Trust article for the 2010 Annual Town Meeting. Representative Madden informed the Board that land-based wind energy is not on the House’s radar at the present, and that proposed striped bass legislation is not moving forward. Senator O’Leary discussed Cape Wind and how it will affect electric rates, noting that National Grid is negotiating a 20-year contract with Cape Wind and there is a possibility for ratepayers to be locked into a rate which could be higher than current rates, in the future. Representative Madden suggested the Town weigh in on the matter with state Secretary of Environmental Affairs Ian Bowles. Chairman Kopko noted that the expansion of the room occupancy tax is on the 2010 Annual Town Meeting Warrant. Inquirer and Mirror reporter Jason Graziadei inquired about the state developing a committee to study a reorganization of the state’s Sheriff’s Departments. Senator O’Leary said he thinks a study will occur and some sort of report will be issued, but that there is no movement yet and he doesn’t see anything happening between now and July. Mr. Atherton asked about plan design for health insurance. Representative Madden noted unions are not in agreement at this point and pending legislation has not moved. The meeting was unanimously adjourned at 3:01 PM. Approved the 10th day of November, 2010. 1
