The meeting took place in the Conference Room, 16 Broad Street, Nantucket, MA 02554. Members of the Board present were Rick Atherton, Brian Chadwick, and Michael Kopko. Allen Reinhard and Patty Roggeveen were absent. Chairman Kopko called the meeting to order at 3:33 PM in open session. Town Manager C. Elizabeth Gibson reviewed an offer from Victor-Brandon Corp. to pave a 600- foot section of Orange Street between Union Street and Marine Home Center. She said Victor- Brandon Corp. has offered to mill the road surface, correct a minor drainage issue, and resurface the section at no cost to the Town, which is estimated at approximately $25,000. She explained that Victor’s milling machine is scheduled to leave Island the following week; therefore the offer is contingent upon completing the milling portion of the work before the machine leaves. Paving is to take place the following week. After a brief discussion among Board members, Mr. Chadwick moved to accept the paving offer from Victor-Brandon Corp.; Mr. Atherton seconded. All in favor, so voted. At 3:39 PM Mr. Atherton moved to adjourn to Executive Session for the purpose of discussing collective bargaining then to return to open session; seconded by Mr. Chadwick. So voted unanimously by roll call vote. The Board went back into open session at 5:18 PM, following a meeting in Executive Session. Patty Roggeveen joined the meeting at 5:18 PM. Mr. Chadwick noted that Chairman Kopko posted the annual Selectmen’s Report on the Town’s website, and said it would be better policy to allow the remaining Board members to read the report before it is made public. The Board discussed recessing the meeting until 10:00 AM Monday, 6 April 2009. Ms. Gibson reviewed items that will be discussed on that date. The issue of a home rule petition for expansion of the room occupancy tax to cover seasonal vacation rentals at Annual Town Meeting was discussed and Mr. Atherton noted he is inclined to ask the matter be tabled to allow the Board to “do more homework”. Mr. Chadwick said he has been contacted by attorney Alison Zieff who represents the Nantucket Hunting Association requesting that, due to personal reasons, a one month extension be granted to the Hunting Association. Ms. Roggeveen asked that the matter be discussed Monday when Mr. Reinhard is present. Chairman Kopko spoke in opposition to the request. Mr. Atherton moved to recess the meeting to Monday, 6 April 2009 at 10:00 AM; Ms. Roggeveen seconded. All in favor, so voted. Approved the 18th day of November, 2009.
