The meeting took place in the Conference Room, Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the Board present were Allen Reinhard, Patricia Roggeveen, Brian Chadwick and Michael Kopko. Rick Atherton was absent. Chairman Kopko called the meeting to order at 12:30 PM. WORKSHOP MEETING WITH SENATOR ROBERT O’LEARY Wastewater Financing Legislation. Andrew Gottlieb from the Cape Cod Water Protection Collaborative was present and spoke at length about the recently passed legislation. It was noted that the legislation provides for zero percent financing for wastewater related projects and applications for funding for six projects in Nantucket have been filed. It was explained, however, that the Department of Environmental Protection (DEP) is developing regulations to implement the legislation and, consequently, no town will qualify for the zero financing at this time, but Nantucket is on the list that will be available on January 1, 2009 and the town will have 20 months to address anything it needs to obtain the funding. Discussion of capital funding for projects took place and Senator O’Leary stated the best way to obtain state funding for capital projects is to go through his office. Some discussion also took place regarding the Coastal Management Plan and Senator O’Leary reaffirmed that under the legislation, regional planning authorities with regulatory authority can deny projects that are proposed for water near a community. It was noted that Nantucket’s NP&EDC does not have regulatory authority but still may want to take advantage of the legislation. The meeting adjourned at 2:00 PM.
