The meeting took place in the Land Bank Meeting Room, 22 Broad Street, Nantucket, MA 02554. Members of the Board present were Brian Chadwick, Michael Kopko, Allen Reinhard and Patricia Roggeveen. Chairman Kopko called the meeting to order at 1:03 PM. Rick Atherton arrived at 1:33 PM. Chairman Kopko provided a brief update of the Post Traumatic Stress Management Team following a tragic week-end death of an island teenager. Discussion Regarding Housing at 2 Fairgrounds Road. John Ryan, consultant for the Town regarding the use of a portion of 2 Fairgrounds Road for housing, reviewed material provided to the Board and a lengthy discussion followed as to possible mixing of types of housing offered. Planning Director Andrew Vorce explained that the Planning Department suggests twenty units of affordable housing per year to meet the affordable housing stock quota, but this does not mean all units need to be new construction. Discussion also focused on the Request for Proposal (RFP), the size of the development, layout and impact of infrastructure and traffic. Mr. Reinhard expressed his opinion that there is a definite need for a mix of rental property and home ownership. The other Board members agreed with Mr. Reinhard and there was general agreement there should be a 60% focus on rentals and 40% focus on home ownership. There was also general agreement that there should be 60-80 units on six acres. Some discussion followed as to whether there should be seasonal housing. Mr. Chadwick and Ms. Roggeveen expressed concern with this concept and Chairman Kopko stated he is “intrigued” with the idea of seasonal housing but not sure if this is the right location. More discussion followed on number of units and the level of need. Mr. Ryan stated he needs Board feedback on the income distribution and recommended that 25% of development should serve individuals above 60% of median income. After further discussion the Board generally agreed, with regard to rentals, it would like to see mixed incomes 120% of the average median income (AMI) be served by the project and that at least 25% of rental units serve individuals above 60% AMI. While not required to respond to the RFP, the Board agreed to set a goal in the RFP of 25% of units being 1 bedroom/studios. The Board agreed not to set parameters at that time for the ownership units. It was also agreed that before the RPF was finalized, individuals would have an opportunity to provide feedback. The meeting was unanimously adjourned at 2:51 PM. Approved the 27th day of August 2008.
