Minutes of the Meeting of 27 September 2007 at 10:00 AM. The meeting took place in the Land
Bank Conference Room, 22 Broad Street, Nantucket, MA 02554. Members of the Board present
were Patricia Roggeveen, Brian Chadwick, Allen Reinhard, Michael Kopko and Whiting Willauer.
Also present was Town Manager Libby Gibson, Finance Director Connie Voges, Budget Analyst
Irene Larivee, and Finance Committee chairman Rick Atherton. Chairman Willauer called the
meeting to order at 10:05 AM.
Workshop Meeting: Review and Discussion Regarding Concept of Performance
Budgeting/Measurement. Ruffin Hall, budget director from Charlotte, North Carolina, introduced
himself and explained the concept of performance measurement and performance budgeting. Mr.
Hall noted certain financial statistics of Charlotte, reviewed how the city budgets and measures,
and how this concept could relate to Nantucket’s budgeting process. A discussion, facilitated by
Mr. Hall, followed concerning the setting of organizational priorities, the budget calendar, aligning a
vision, or “focus areas,” the prioritization of goals and budget items and issues, the ranking of core
services, and centralizing monitoring/auditing of what departments do. The Board thanked Mr. Hall
for his presentation.
Some discussion followed concerning the Siasconset Beach Preservation Fund (SBPF) “term
sheet”.
The meeting was unanimously adjourned at 12:10 PM.
