Minutes of the Meeting of 9 January 2007 at 9:30 AM. The meeting took place in the Conference
Room, 2 Fairgrounds Road, Nantucket, MA 02554. Members of the Board present were Brian
Chadwick, Douglas Bennett, Michael Kopko and Whiting Willauer. Catherine Flanagan Stover was
absent. Chairman Willauer called the meeting to order at 9:35 AM.
Review of Proposed Letter to Federal Minerals Management Service (continued from January 3,
2007). Mr. Bennett reviewed reasons behind his proposed letter concerning alternates site for
wind energy projects. Discussion followed on the purpose of the proposed letter, the reasons for
selecting alternate sites and the pros and cons of alternate sites. Mr. Kopko suggested a rewrite of
the letter to request that the Town become a party to the alternate site review rather than endorse
any particular site. Discussion followed on the comment period expected in March 2007, which will
follow the MMS issuance of an Environmental Impact Statement. Planning Director Andrew Vorce
noted that he is scheduling a meeting with a Nantucket Planning and Economic Development
Commission consultant regarding the issue of alternate sites. Mr. Kopko moved to request that Mr.
Vorce represent the Town’s position at the January 10, 2007 MMS meeting, that the Town is
interested in an alternate site review analysis and wants to be considered a stakeholder in the
process. Mr. Chadwick seconded. So voted unanimously.
Review of Potential/Pending Articles for 2007 Annual Town Meeting Warrant. Town Administrator
Libby Gibson reviewed a list of proposed and otherwise potential articles. Discussion followed.
Mr. Chadwick moved to further discuss seasonal rental tax home rule petition. Mr. Kopko
seconded. So voted. Mr. Chadwick moved to include restrictive covenants for certain lots at the
landfill for zoning compliance purposes. Mr. Kopko seconded. So voted. The Board then agreed
to a consensus approach regarding the inclusion, or not, of articles.
The Board agreed to further discussion on an Energy Study Committee proposed article, which
would establish a adds a Town bylaw regarding a requirement of fuel efficient vehicles for
municipal use. Mr. Vorce reviewed several proposed zoning articles, which the Board agreed to
include, for now. Mr. Vorce reviewed proposed attendance legislation and following discussion, the
Board agreed to put the matter on hold pending further discussion. Mr. Vorce then reviewed items
for a potential subsequent Special Town Meeting including acceptance of MGL Chapter 40R. He
also agreed to draft language for a Housing Trust Fund and in response to recently enacted
“streamlined permitting.”
The Board consented to seek further discussion with the Historic District Commission regarding its
proposed home rule petition. Discussion followed on the Community Preservation Committee’s
article about which more information is needed from Town Counsel. The Board consented to
include two Land Bank articles at the Land Bank Commissioner’s request and to seek additional
information on these. It agreed to include two zoning articles related to the Harbor Plan. The
Board acknowledged the inclusion of an appropriation article for a Nantucket Municipal Electrical
Aggregator Plan as per its December 13, 2006 vote to do so. Mr. Chadwick proposed an article
requiring agencies that receive $50,000 or more from the Town, to hold public meetings. Mr.
Kopko proposed a non-binding resolution regarding the Sconset Beach Preservation Fund erosion
control project and the Board consented to a non-binding referendum at the 2007 Annual Town
Election rather than the Annual Town Meeting. The Board agreed to omit a proposed article on
health insurance coverage for call firefighters.

At 11:50 AM, Chairman Willauer polled the Board and Mr. Chadwick, Mr. Kopko and Chairman
Willauer voted unanimously to adjourn to Executive Session not to return to open session for the
purpose of reviewing a real estate matter.
