The state of Nantucket’s waters and a discussion of the challenge of nutrient
management: Dave Fronzuto, Marine Superintendent, and Richard Ray, Director,
Department of Health
5. Refining our Charge.
The Charge that we received from the Board of Selectmen, whether intentional or
not, goes well beyond “fertilizer.” The Chair will suggest that the existing language be
modified as follows. Consent of the membership is needed. The full text of the charge is
printed at the end of this agenda.
From: "to develop a comprehensive plan to reduce the amount of nitrogen and
phosphorous in our waters........."
To: after "phosphorous" add: 'contributed by landscape fertilizer practices' in our
waters....."
Preliminary permission to make this change is contained in the printed guidance to
committees that we received with our appointment letters. In part, it says,
“ the committee may propose to refine its charge to include the ultimate
objective(s) of the committee and an established timeline for accomplishing this
objective” (changes will need the consent of the Board of Selectmen).
6. Continue review of the draft regulations found in Article 68
7. Adjourn. No matter in what we are engaged at the time, the Chair will entertain a
motion to adjourn at 12 noon.
“Article 68 Workgroup
Charge:
• To recommend constructive changes in perfecting the language of the proposed
legislation for Article 68 of the 2010 Annual Town Meeting (Home Rule
Petition: An Act Regulating the Content and Application of Fertilizer Used in the
Town of Nantucket);
• to develop a comprehensive plan to reduce the amount of nitrogen and
phosphorus in our waters, including legislative action, whether a refined home-
rule petition and/or a bylaw amendment, and other relevant actions contained in
the Harbors Action Plan;
• to develop an implementation action plan with roles and responsibilities
specifically delineated, as well as measurements of effectiveness for ongoing
assessment; and
• to develop a timeframe and a budget.
Biweekly reports will be given to the Board of Selectmen through the Chair of the Work
Group.
The committee will complete its work and make recommendations to the Board by or
before October 2010.”
