Minutes of Meeting July 13, 2010
Location 2 Fairgrounds, conference room
Members Present, David Sharpe, Lt. Angus Macvicar, John O’Connor, David Larivee, Wendy Watts,
Jon St. Laurent
Meeting called to order at 10am
This was the first meeting of new fiscal year. Election of officers, unanimous votes for David Sharpe,
Chair, John O’Connor, Vice Chair, David Larivee, Recording Secretary.
Review and approval of minutes 6/8/10 Approved, Jon St. Laurent abstained due to absence.
Review of open meeting law: All documents and e‐mail must be made available to the public. A
quorum of more than half of committee members must be obtained to hold meeting.
TAC two open seats: Taxi representative and member at large.
Taxi stands: Discussion of taxi stand at New Whale St., change back from drop off area to three taxi
spots along New Whale St. Two spots in the cut out with one behind and provide proper signage. Keep
three regular size spots in present taxi stand on Straight Wharf up from Capt’n Toby’s plus use of two
spots in Grand Union Parking lot granted from Nantucket Island Resorts for use by the town. Also,
discussed were additional taxi stands on Dave St. in front of the Chicken Box enforced by the NPD so as
to adhere to the regulations and possible Taxi stands seasonally in S’conset proposed to and Mid‐Island.
Agreed to possibly recommend to the Traffic Advisory Board.
Jon St. Laurent Proposed to recommend to the Town Manager the removal of the two thirty minute
parking spots at the end of the Taxi stand on Candle St. and use of the loading zone behind them after
11am as presently posted. Lt. Angus Macvicar seconded and vote was unanimous.
Mr. St. Laurent proposed to recommend that regulation 240‐4, A‐4 regarding the rule about two cabs
from the same company not be allowed in the four spots in front of the Club Car be removed because
the backup line goes around to Candle St was voted to be tabled to the August 10th meeting. Mr. St.
Laurent disagreed and he offered to contact non‐NTOA companies that the subject will be addressed at
the next meeting. Wendy Watts pointed out the idea that little guy has to compete with the larger
companies may be a factor as to why the rule exists.
The subject of advertising was discussed. The question was raised if “upon” meant inside the vehicle as
well. Regulation 240‐2, I states that no advertisement on any kind may be displayed “upon” a Taxicab.
Jon St. Laurent recalled that he had spoken at a public hearing on 12/17/2008 about this matter. The
draft for the regulation changes stated “in or upon” he requested that this be amended to “upon”. The
BOS approved it and the regulation now reads “upon”. The TAC would also like to request from the
Town Manager a definition of what constitutes “advertising”.
New Business: Town Manager, C. Elizabeth Gibson requested that the TAC make a recommendation as
to whether or not regulation 240‐2,K be amended to allow the BOS discretion to extend the taxi license
renew period beyond May 31st. due to special circumstances. The TAC voted unanimously in favor of
changing the regulation to allow the BOS such discretion.
