Meeting Minutes January 5, 2010
Meeting called to order at 10:00 am

Members present: John O’Connor, Lt. Angus Macvicar, Wendy Watts, Mitch Carl, David Sharpe, and Jon
St.Laurent
Absent: David Larivee
The minutes for the TAC meeting on November 10, 2009 were approved, Wendy Watts abstained.
The minutes for December 8, 2009 were unanimously approved.
It was agreed that the TAC would not form a sub-committee to address the Meter Pilot Program and
that we would work on it as a full committee.
Mitch Carl commented on what the Chamber of Commerce would like to see with the use of meters,
such as consistency, a comfort level for passengers and transparency. Mr. Carl also spoke of the TAC
providing an outline for the meter test program on what we wish to document for study. Further
discussion conducted included variances in fares, passenger reaction, practicality and cost to maintain.
Lt. Macvicar suggested that we include checking on the availability of Mass Weights and Measures to
certify throughout the Meter Pilot Program.
Recommendations to the Town Manager, $1000.00 for an operating budget to set up a meter pilot
program, waive the license fee of $300.00 per vehicle as an incentive for owners to volunteer, a total of
three taxis to participate. Change regulation 240-2,I(2) to delete the deadline for meters currently
6/1/2010 out of the regulations with wording such as to revisit the issue at the completion of a Meter
Pilot Program. Vote unanimously approved.
Receipts, the TAC voted unanimously to approve the format presented by Wendy Watts. The
standardized format will be sent to the Town Manager for approval. This will be a detailed list of taxi
charges on the back of the taxi company’s business card.
Mr. Carl suggested that a portion of the Ambassador Training Program may be given on line through the
town web site. This option will be further researched.
