Meeting Minutes for December 8, 2009
Meeting called to order at 10:00am
Location 2 Fairgrounds Rd. conference room
Members present: Town Manager C. Elizabeth Gibson, David Sharpe, David Larivee, John O’Connor, Jon
St. Laurent, Wendy Watts, Lt. Angus Macvicar, Mitch Carl
The minutes for the meeting on October 13, 2009 were unanimously approved.
The minutes for the meeting on November 10, 2009 were tabled until January 5, 2010. Mitch Carl
opposed, Wendy Watts abstained.
Town Manager C. Elizabeth Gibson commented that the town cannot support to allocate a specific
police officer to be responsible for the taxis.
Wendy Watts has provided a new agenda format; we plan to schedule two subjects per meeting.
Update on progress of the TAC: Meters; a pilot program will be discussed at the January 5th meeting. A
standardized taxi receipt will also be discussed at that meeting. Ambassador Program; John O’Connor
commented that the subcommittee has been meeting and are working on such issues as a way for the
drivers to provide proof of basic knowledge and a set of guidelines or taxi operator handbook. The
creation of a final version of a taxi comment card is near completion. The TAC page on the town website
is operational. Numbers of licenses, the rouge cab issue, fares and regulation changes have not yet
been addressed as a specific meeting topic.
Taxi regulation violation enforcement ideas were discussed. Lt. Macvicar reviewed his general
procedure for dealing with standard offenses. First violations usually receive a warning, second a
citation of a $100.00 fine and documentation, third usually a $100.00 fine and documentation and the
forth violation would lead to a review of operators permit eligibility to continue to operate.
