HomeMy WebLinkAboutHarbor Plan Minutes - 10-09-2010_201402051606065942MINUTES – HARBOR PLAN IMPLEMENTATION COMMITTEE September 16, 2010, 5:00 pm, Nantucket Land Bank Conference Room. Approved September 30, 2010 Members Present: Sarah Oktay, Leslie Johnson, Whitey Willauer, and Rick Atherton. Carl Sjolund arrived at 5:20 and Diane Coombs at 5:45. Also Present: Lee Saperstein, Liaison from the Roads & Right of Way Committee. Mr. Saperstein left at 6:30. Call to Order: The meeting was called to order at 5:05 pm by Chairman Oktay. The Agenda was approved as presented. Approval of the Minutes of July 22, 2010 and August 26, 2010 was postponed to a subsequent meeting. Chairman’s Report: Chairman Oktay appreciated the attendance at the last meeting by Jeff Willett, the Director of Public Works for the Town. The HPIC hopes to schedule meetings with additional department heads. This week is Nantucket Biodiversity Week and the activities will be posted on the Town web site. HPIC members are encouraged to attend as many activities as possible. Action Items/Old Business: The meeting with Dave Fronzuto has been rescheduled to September 30, 2010. An extensive discussion took place on how the HPIC might further the development and distribution of an educational book on water and other environmental subjects. The intent is to make information available to residents and visitors to Nantucket. The template is the Blue Book put together on Martha’s Vineyard. Mr. Saperstein commented that the Chapter 68 Working Group is interested in incorporating the best turf and fertilizer practices in the Blue Book. A motion made by Mr. Willauer and seconded by Mr. Sjolund to support the draft memo attached to these minutes (with any changes to be made at the discretion of the Chairman), reporting to and seeking support from the Board of Selectmen for the Blue Book project was unanimously approved. It is likely that private funding will be necessary for the writing and publication. Mr. Willauer initiated a discussion on Chapter 91 issues faced by the Town and how the regulation effected development of the Town’s historic waterfront. Report from Article 68 Work Group: Mr. Saperstein reported the Work Group intends to develop local regulations, probably through the Board of Health, and a home rule petition to regulate the application of fertilizers. Report from the Roads & Right of Way Committee: Mr. Saperstein, the liaison from the Roads & Right of Way Committee to the HPIC said the Roads & Right of Way Committee is recommending that the Town proceed to follow through with the takings approved at Town Meeting connecting Baxter Road and the Sconset Bluff Walk. He also said that the Committee is proceeding with the placement of granite markers at several points of public access to assure the public is aware of the ways. New Business: Mr. Willauer said the HPIC may have a booth at the Scallopers Ball to be held at the Nantucket Yacht Club. He also said the Loran tower near Low Beach will not be taken down by the Coast Guard. The next meetings of the HPIC will be on September 30, October 14 and 28, 2010. All will be held at the Land Bank at 5:00 pm. The meeting was adjourned at 6:36.
