Draft Minutes of Harbor Plan Implementation Committee
February 25, 5:00 pm, UMASS Boston Nantucket Field Station.
Approved March 11th, 2009
Members Present: Sarah Oktay, Peter Boyce, Carl Sjolund, Whitey Willauer, Leslie Johnson
Also Present: Ken Brasfield, Patty Roggeveen
Call to Order: The meeting was called to order at 5:06 pm. Sarah Oktay in the chair.
Chairman’s Report:
Update on ATM Fertilizer Warrant:
Lee Saperstein has commented that synthetic is a combination of 2 chemicals. Technically, fertilizer
can also include lime. This may be too complex for a Bylaw definition. Cormac is receiving
comments about enforcement questions. Sarah reported that in Wisconsin, whose law has no
enforcement provision, the phosphorous decreased by 80% after one year. The educational aspect of
the law was sufficient to achieve very significant results.
Discussion: In case we need to add some enforcement, we should ask Bob Gardner who enforced
the drought regulations. The Fincom may need some explanation about the warrant. We should also
ask Sarah Alger if we can show the Rusty Tide picture at Town Meeting. We will meet with Mike
Misurelli and other landscapers the week of March 8 – probably on Saturday March 13. He
appreciated us reaching out to him. We need to get a slide presentation together to show to the
landscapers, and others. Sarah is having Jim Southerland write a report on Hummock Pond water
quality. This will be a comprehensive report covering the last couple of decades. Whitey reported
that ReMain will fund water quality measurements in the Harbor this summer.
Shellfish Management Plan:
The Nantucket Land Council has also contributed funding. The NSA now has a total of $70K. The
extra dollars will be used for complementary research. Jake Kritzer has sent the SMP outline to the
state Dept. of Marine Fisheries. The NSA now needs to develop the outline of the RFP and work
with the Town to come up with the final RFP which will then include everything we all feel is
needed.
Discussion: Whitey has investigated having the Coast Guard photograph any algal bloom that
might occur in the future. This is within their mission as long as it is considered pollution..
Public Access - Right of Way Committee:
Sarah and Leslie went to the ROWC Committee meeting with pictures and public access maps. The
purpose is to get them started on responding to Harbor Plan regulations. Sarah asked them to
identify public access areas which need to be signed, identify places with Ch 91 problems, identify
areas where we want Town to purse public access, especially for commercial fishermen, and to
pursue acquiring harbor viewsheds. Sarah will meet with Eric Savetsky, and Allen Reinhard to
discuss public access to water and waterfront usage in the Wilkes Square project. We need to get
started with the Petrel Landing project which includes access. Leslie will start making list of
properties with Ch. 91 problems, which we will package and send to the state.
