Draft Minutes of Harbor Plan Implementation Committee
January 28, 5:00 pm, UMASS Boston Nantucket Field Station.
Approved March 11th, 2009
Members Present: Sarah Oktay, Peter Boyce, Bam Lafarge, Carl Sjolund, Whitey Willauer
Also Present: Ken Brasfield, Patty Roggeveen
Call to Order: The meeting was called to order at 5:06 pm. Sarah Oktay in the chair.
Chairman’s Report:
Update on ATM Fertilizer Warrant:
Sarah has discussed the article to Town Counsel. We need to include definition of a horticulturist.
Should we use the definition used in Mass General Laws Ch 61A Sec.2? Committee agreed that was
best. Upon the advice of Town Counsel the section on vendors has been removed.
Discussion: Patty Roggeveen noted that the inspection of the septic systems in the Harbor
Watershed has been completed by Richard Ray. There were very few failures. The Steamship is still
dumping sewage into Nantucket Sound. They are working on installing pumpout facilities. This will
be good because the sewage has nitrogen in readily available liquid form. This volume is
considerably higher than that from the seals- who generally poop on land anyway.
Public Access - Right of Way Committee:
Sarah noted the ROWC put out a report 2 years ago which is on the Web. We need to compare the
ROWC and Harbor Plan maps. Leslie agreed to do this. The Committee should develop a list of
important rights of way so that action can be taken to ensure they remain open to the public. A
“wish list” of additional places where a public ROW would be important should also be developed.
Such a list would be useful in developing the Town’s plans and priorities.
Harbor Plan: The state-approved Harbor Plan is available on the same Web site:
http://www.nantucketharborplan.com/ Sarah maintains this Web site.
Wilkes Square: According to Patty Roggeveen, the design has not changed significantly. The
Committee would like to see at least some open space fronting on the Harbor.
Pond Water Quality: Miacomet Pond has a watershed 17-20 times as large as the pond surface
area. Sesachaca Pomd ratio is 1 to 1. This is why Miacomet Pond has such trouble with excess
nutrients.
Shellfish Management Plan:
Whitey Willauer reported that the SMP has now been vetted through the Harbormaster and through
the Harbor and Shellfish Advisory Board (HSAB). He has already raised $45K; $20K from the
EDF, $10K from the NSA, and $45K from additional donors. The money will come to the
Nantucket Shellfish Association (NSA) and enough of the funds will be gifted to the Town to
enable the Town to contract with an organization to run the development process for the SMP.
Whitey will have Jake Kritzer run the proposed statement of work past the relevant State officials so
that they will have an opportunity to add suggestions. In so doing, the state will be on board with
the final result.
