Minutes of Harbor Plan Implementation Committee
September 27, 2007 5:00pm, 2 Fairgrounds Rd.

The meeting came to order at 5:05pm
State Approval: Jack Wiggin discussed the state process for approving the Harbor Plan. In the
summer of 2005 the Urban Harbors Institute (UHI) was hired to help develop the update to the 1993
Harbor Plan. The new Plan was submitted to the state Department of Environmental Protection
(DEP) which likes the plan and its objectives. There need to be no major changes, but the DEP will
be suggesting some modifications which bring more specificity to the aspects of the plan which
involve the Ch. 91 regulations, providing more teeth to the DEP’s process of enforcing the Plan. The
Harbor Plan Implementation Committee (HPIC), in conjunction with the UHI, will be responsible for
proposing the final wording of the plan to be sent to the state for adoption. In the meantime, the HPIC
can begin work on prioritizing the objectives and seeing that work begins on implementing them.
Charge to the Committee: The mission statement from the Board of Selectmen (BOS) is:
“The mission of the Harbor Plan Implementation Committee is to prioritize the Nantucket
and Madaket Harbors Plan implementation items in the form of recommendations to the
Board of Selectmen, to provide regular updates to the Board as to implementation of the
Plan, and to recommend changes to the Plan as needed.”
The practicalities of overseeing and coordinating the actions on recommendations was discussed with
an eye to understanding the chain of command and reducing unnecessary bureaucratic delays.
Committee Officers: The Committee elected the following officers by unanimous vote:
Chair: Sarah Oktay, Vice Chair: Leslie Johnson, Secretary: Peter Boyce
Articles for 2008 Annual Town Meeting: The Committee voted unanimously to begin the process
of submitting two articles for approval by the 2008 ATM, one prohibiting the construction of docks
and piers, and the second establishing Nantucket and Madaket Harbor Overlay Districts.
The wording approved is that prepared for the 2007 ATM, and suitably modified to account for the
2007 ATM actions. The process will be review by Planning Director Andrew Vorce, approval by
Town Counsel, approval by the Planning Board, and finally by the BOS as a BOS warrant article.
Action Items: The HPIC began the process of prioritization by allocating the Plan Recommendations
to different committee members who will act as discussion leaders. The discussions will begin at the
next meeting. The Recommendations were allocated as follows:
Natural Resources (pp.75-80 and 118-122) – Peter Boyce
Water Quality (pp.80-87 and 122-131) Sarah Oktay, Bancel LaFarge, Doug Smith
Commercial and Recreational Fishing (pp.88-91 and 132-133) – Carl Sjolund
Public Access (pp. 91-96 and 134-135) – Leslie Johnson
Docks, Wharves, and Piers (pp.96-98 and 136) – Leslie Johnson
Commercial Waterfront (pp.98-101 and 136-138) – Bancel Lafarge and Diane Coombs
Harbor Operations, Safety, Navigation, and Moorings (pp. 101-108 & 101-108 ) – Doug Smith
Oil Spill Response (pp.109-112 and 144-155) – Doug Smith
BOS Liaison: The HPIC voted unanimously to request a liaison member from the BOS.

Next Meeting: The HPIC ratified the schedule to hold meetings at 5:00pm on the 2nd and 4th
Thursdays of each month. The next meeting will be held, at 5:00pm, October 11. The normal meeting
place will be the front meeting room at 2 Fairgrounds Road.
