Called to order at 9:00 a.m. Staff: Diane O’Neil Attending Members: Peter Hoey, John Tiffany, Peter Boynton, Carol Dunton, Phil Stambaugh Absent Members: Patty Roggeveen, Linda Williams Late arrival times: I. APPROVE MINUTES – November 29, 2011 Motion to Approve as amended. (Tiffany) seconded carried unanimously II. FY2013 REPORT TO BOARD OF SELECTMEN FROM FINCOM Sitting Hoey, Tiffany, Boynton, Dunton, Stambaugh Presentation Hoey – Concentrating on first three pages which are overview, procedures and recommendation. There are 46 projects; 43 are Tier 1, 3 are Tier 2, and one not recommended. Discussion 1. Hoey – Item 18 Fire Chief’s replacement vehicle did not make Tier 2 and is worth revisiting. General consensus-no change. 2. Hoey – Page 3 Item VII Stambaugh – First sentence should be reworded. Dunton – Agree should be reworded. Tiffany – Would like to see change to first sentence, ok with second, eliminate third sentence. Stambaugh – By altering the third sentence, it becomes a definition of “hampered.”. Hoey – Use of “discipline” in second sentence. Stambaugh – Too harsh. Dunton – could use “instill greater diligence” O’Neil – It criticizes people, “diligence” is a good word. Boynton – “Impress upon the department heads . . .” Stambaugh – “We would like the BOS to stress. . .” 3. Stambaugh – Page 1 Table formatting Column headers and data do not align. Hoey – Recommendation is that next year there be a template for the report to maintain consistency in format. 4. Hoey – Item III, pagination needs to be checked. 5. Hoey – Item IV, §11-6 amend code regarding member from Board of Selectmen (BOS) Hoey - as Roggeveen is in violation of Town Code for not voting, provided three options for amendment to the code. O’Neil – Most BOS are on separate commissions and vote. Tiffany – Roggeveen is on Board of Health and votes. Stambaugh – That fifth person does not have to be a Selectman. (Discussion about the wording of the amendment.) Hoey – This is not something this commission should do, Town Counsel should provide appropriate verbiage. Eliminating the third sentence in lead paragraph. 6. Hoey – Article VII. Discussion of projects Rated Highest – Tier 1- Will make format consistent throughout. Stambaugh – Would like to see final report prior vote. Other commissioners want an opportunity to read reports by Dunton and Williams. Action Hoey will make discussed changes/corrections to the report for final vote next week. III. NEXT MEETING Tuesday Dec. 13 9 a.m. location TBA - Vote on report.
