Meeting Minutes
Members Present: Peter Hoey, Rick Atherton, John Tiffany, Peter Boynton, Robert Schwarzenbach, Phil
Stambaugh.
Not present: Linda Williams
Others attending: Diane O’Neil, liaison to Town Administration; Irene Lynch‐Larivee, liaison to Town
Finance Department; Robin LaPiene, Finance Department.
Call to order: Chair, Peter Hoey called the meeting to order at 9:05 AM. Ms. O’Neil distributed an
updated listing of the projects submitted by Town departments and she reported that Visitor Services
Director Kate Hamilton‐Pardee would be rescheduled to November 2, 2010.
Capital requests from Town Administration for Town buildings. Ms. O’Neil commented on the request
for $150,000 for painting and new lighting fixtures for the Town Building at 16 Broad Street.
At 9:14 Committee member Linda Williams joined the meeting. Also Wayne Holmes joined the meeting.
Ms. O’Neil continued her report by noting the need to replace windows in the Mooney building. She also
reminded the Committee that the Visitors Services improvements were removed from the Capital
Budget last year and paid for through the License Plate Fund.
Mr. Holmes then gave a brief history of the arrangement between the Town and the Division of the
Courts. He said the lease provides the Court will pay for 40% of the repairs of the building at 16 Broad
Street. Some discussion ensued on what costs this actually covered. The Nantucket Bar Association has
agreed to pay for new rugs on the second floor of the building. Any efforts to build a new courthouse in
Nantucket are at least three years in the future. Mr. Holmes left the meeting at 9:45.
Ms. O’Neil then updated the Committee on the plans for the South Water Street police station. She is
seeking estimates to determine if $2 million is sufficient to renovate the facility to accommodate the
Sheriff and offices from the Mooney building and possibly some personnel from 2 Fairgrounds Road.
One question discussed was the cost and need for an elevator. The point was made that in a renovated
building, there will be some savings due to efficiency of the new lights, and there will be more significant
savings due to a less than twenty‐four usage by new town departments (other than police).
Improvements to the bunker at Tom Nevers are not recommended. If the facility is rented, that party
may have to agree to pay for any improvements that may be required.
At 10:00 Deputy Chief Charles Gibson of the Nantucket Police Department joined the meeting. He said
the Police Department has no capital projects projected over the next several years. This is due to the
new station and the expectation it will meet the department’s needs without capital repairs for many
years. It is possible that as yet unidentified technology may come along such as DNA testing
requirements, but at this time they are not known and therefore not in the capital budget of the
department. There was then some discussion on the use and condition of the buildings at the Loran
Station. A number of private citizens are working with the department to develop plans and assist in
reconfiguring and/or moving them. The records now stored in Tom Nevers will be moved to the new
facility on Fairgrounds Road, while bikes and other large items will be stored, potentially, in a “Butler
Building (pre‐fab) to be located behind the new police station.
At 10:15 Linda Williams left the meeting.
The development of a town wide vehicle fuel dispensing system continues to be under consideration by
the Town Administration.
The condition of 2 Fairgrounds Road was discussed. There is capital in the budget as recommended by
Town Administration and Ms. Lynch‐Larivee will get back to the Committee with the projected saving in
heating costs that may help justify moving forward with the improvements. We have $35,000 left from
prior year articles but that may not be sufficient for the cost of the heating upgrade. In addition, the new
Public Safety facility may accommodate the public use of the back of 2 FG and obviate the need for
some of the improvements now under consideration.
Ms. O’Neil said the easements from the Lightship Basket Museum for the Union Street layout have been
granted and filed. It remains to be decided if the cost of street and sidewalk reconfiguration will be
budgeted at this time.
Fire Chief Mark McDougall of the Nantucket Fire Department joined the meeting at 11:00 and reviewed
the replacement schedule for the fire and rescue vehicles. Building a new fire station at the Public Safety
facility continues to be an issue for consideration. Until resolved, improvements to the current facility
will be limited to those absolutely necessary.
