(made by: Weld) (seconded by:Visco) Carried 2-0//MacNab abstain V. DIRECTOR'S REPORT 1. Tickborne Disease information: Santamaria-Lyme Disease numbers for confirmed, suspect, and probable are down;he thinks the lower numbers are due to information going out in various languages and having had a drier season. If the trend does continue downward over the next five years, there is the possibility of losing traction at Town Meeting with the genetically modified mice project;it's hard to justify it. However,we are expecting a high number in the coming year;we have to continue getting information to the Island communities. 2. Department move: Santamaria-We received permission to move to the Sparks Avenue fire station once the Fire Department moves into the new station,which hopefully will be about April 15.The theory is we will be located there for perhaps five years while a new Town Building is constructed that will hold all Town offices. Human Services and Natural Resources will be co-locating with us at the fire station. There is some work that needs to be done to the building to IV. BOH APPLICATIONS REVIEW 1. Loan request: Nassif, 38 Wauwinet Road (20-21) -repair septic Sitting Visco,MacNab,Weld Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria-We can vote on this but not sign the paperwork;the$2M has not yet been released. Support the loan. Action Motion to Approve the loan. Release from ACO: 255 Madaket Road (59.4-265)—making compliant repair Sitting Visco, MacNab,Weld Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria — They recently decided to do a fully compliant repair; the ACO needs to be removed first. Action Motion to Remove the ACO. Discussion on Harm Reduction Strategy linked to food services—Narcan training Hugh Robbins, Outreach & Prevention Coordinator Fairwinds Behavioral Health — Have talked with Mr. Santamaria about including this as an attachment for yearly Choke Save Training for every bar and restaurant. Having Narcan or Naloxone as an available resource for restaurants and any place where there is a large gathering of residents is important;in his opinion,it's as important as CPR. Santamaria— Choke Save Training is required by State Law for any restaurant of more than 25 seats. If we do this, it will have to be a new regulation with a public hearing and vetted by Town CounseL The only concern he's had is from the fire chief; he's concerned we would have to include in the regulation that if Narcan or Naloxone is administered, 911 must be called. Weld—Looking at the list where this has been implemented makes her think of implementing it with camps —not the children but interns. Santamaria— Camps are regulated by the State; we inspect them to enforce Mass General Law. He will check with the State about implementing this for lifeguards and camp counselors. MacNab—He supports moving forward on this. 2. Fertilizer Regulation Discussion Santamaria — The regulation doesn't have a lot of teeth; there are issues with getting onto the properties for inspections without a warrant, so we have no idea what's being applied. In coordination with Jeff Carlson, Director Natural Resources, came up with some changes. Looking for a consensus from the Board to move forward with sending this to Town Counsel for review. A public hearing would then be scheduled to get this on the books before the season. Reviewed the proposed changes. Cormac Collier, Executive Director Nantucket Land Council—He read the changes and is very happy with how it will step up enforcement. MacNab —The weakness in the system is the individual land owners. He would like to explore educational ideas to address that. Suggested there should also be a part of the regulation that states a law can't be painted. 3. Set date for Public Hearing—Madaket Regulation, Fee Schedule, Fertilizer Santamaria—We are looking to set a hard date for the Madaket Landfill Study; explained why this has been pushed back and that the report is due by the end of February. The implementation date could be set at January 1 giving six months of compliance. Motion to Schedule Madaket Regulation public hearing for April 18. (made by: MacNab) (seconded by Weld) carried 3-0 Santamaria — Some fees are out of step with the rest of the State; it was last changed in 2016. This would be in effect July 1, 2019. Motion to Schedule the Fee Schedule public hearing on March 21.
