None APPROVAL111. OF 1. December 13, 2018: Motion to Approve. (made by: Weld) (seconded by: Cooper) V. DIRECTOR'SREPORT 1. The preliminary numbers for deer kill for the 2018 season is 299 bucks, 129 button bucks, 361 does. The three- year average was 645 kills. Talking to environmental police officer, the preliminary of 789 is the highest number since 2003 regular season with the 2004 February hunt. This is the second largest season. Missing from the number are deer hit by cars, untagged deer, and wounded, sick, and injured deer. The Department of Public Works used to keep number on the deer killed in the roads. 2. You have a printout from the hospital of reportable diseases through May. If it isn't on this sheet, it isn't reportable on Nantucket. 3. The implemented changes in local Regulations 72 and 77 went into effect December 28, 2018. Robert Collett sent out the signage, which she hand -delivered to local tobacco retailers. There was some pushback from retailers about grandfathering 18 and 19 -year-olds already smoking. She visited the retailers personally, sent a memo, and printed a second sheet stating there is no grandfathering; if you're not 21, you can't buy tobacco products. In the spring, she will notify retailers opening up for the season. Also sent an email to police and the schools about being 21 and no grandfathering. Pharmacies can no longer sell tobacco products. BOH APPLICATIONSREVIEW 1. Loan Request: Gallagher, 45 Millbrook Road (56-232) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion (4m) Visco — Stated he has a contract in place for pumping but he is invoking the right of necessity. Stated he has no financial gain from approving or not approving the loan. Art Gasbarro, Nantucket Engineering & Survey, for the applicant. Crowley — This is a tough spot; he saw no extra landscaping issues. This is a straightforward repair to an I/A system. Everything is in order and we recommend approval Action Motion to Approve the loan. Variance Request, Local Regulation 52.02(A): 38 Wauwinet Road (20-21/22/23) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion (4:io) Crowley — This is for a failed system due to 100 -foot separation from wetlands within the Nantucket Harbor Watershed District; the owner has been ordered to repair the system. They can only get 74 from one wetland and 69 feet from the other; this is an I/A system otherwise in compliance. Recommend approval. They are going through Conservation Commission now. Variance Request, Local Regulation 52.02(A): 16 Fulling Mill Road (27-23.2) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion (4:12) Art Gasbarro, Nantucket Engineering & Survey — This is an upgrade repair to maximum feasible compliance. There are wetlands on site; this will be a "double" I/A system_ Will be submitting to Conservation Commission. The situation is similar to the above application. Action Motion to Approve the variance request as long as Conservation Commission approves. (made by: Cooper) (seconded by: Weld) Vote Carried unanimously V. BOH BUSINESS 1. Cooper — Talked to people about the Madaket Sewer; asked if anything is going on, if there is anything from the Landfill. Visco — He spoke to Cormac Collier the other day; they are working on a separate project for stormwater runoff when the landfill is capped. They haven't met to rerun the estuary model. Weld — Mr. Collier said the fertilizer committee is being reactivated. Crowley — Mr. Collier did have concerns. Our logs indicated 116 inspections averaging 1 inspection a day between April 15 to October 15, 2018. Mr. Santamaria is working on changes to the regulations. Natural Resources did 113 inspections in the same timeframe. The problem is finding a way to make the regulations work better in the environment's favor. Enforcement is tough because inspectors can't get onto private property. Expect to see some changes for the 2019 season.
