No llc APPROVALOF 1. October 18, 2018: Motion to Approve. (made by: Weld) (seconded by: Cooper) Carried unanimously V. DIRECTOWS REPORT 1. Had budget meeting and looks like the department will get another vehicle and inspector. Report shows that last fiscal year the department did 2600 and this fiscal year already set to exceed that, so an inspector will be very helpful. The position will be posted closer to July unless we can find other funding to post it earlier. The construction boom is unprecedented and shows no sign of slowing. BOH APPLICATIONSREVIEW 1. Request to waive fees: NHS 8th grade fund raising (Terri Dion) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria — Looking to do fundraising event; the fee would be $50, which is more than they make in a single -day sale. Action Motion to Approve. Septic Betterment Loan: Stover 63 Cato Lane (56-50) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria — This is for a septic betterment loan; no concerns. Visco — Most of the houses west of Bartlett were on septic; the sewer line is being extended. Action Motion to Approve. Septic -to -sewer Loan: Roche 6 Keel Lane (66-386) Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Condemnation Ratification: 36 Essex Road — no utilities Sitting Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion Santamaria — The sheriff got called in for an eviction and saw there was not heat or water, it was inhabitable. We had to do an emergency condemnation. This is to ratify that Cooper — Asked if the situation is being fixed. Santamaria — Repairs are being done. Action Motion to Approve the condemnation. (made by: Cooper) (seconded by: Weld) Vote Carried unanimously V. BOH BUSINESS 1. Cooper — Asked how much if any of the new sewer lines have gone in. Also, he's been asked about a rumor the Town might kick in for the pumps. Santamaria — Tashama, McLean, Green Meadow; the pump station is active. Residents have gotten the letters telling them they have to hook up. The Health Department has gotten three letters. Monomoy is not yet active. As for the Town paying for the pumps, David Gray or Erika Mooney would know; there might have been an approval by the Select Board to subsidize some of this. Visco — Talking to Mr. Gray, the Town knows what it wants then would request for proposal for companies to do the pump work. Weld — Asked about the affordable housing sewer line. Santamaria — The proponents of the 40B have asked for a waiver from paying sewer fees; that hasn't been voted on yet. 2. Weld — A summer resident asked her about fluoridation of Town water; years ago, that was brought up to the BOH. We don't have fluoride to the water. Santamaria — We don't add fluoride because it is naturally occurring at the required level The water company report states the fluoride level. 3. Weld — Asked about the parameters of the Coastal Resiliency Plan. Santamaria — Over the past 1.5 years, Chuck Larson has been studying the impact of climate change on the Island. About three years ago, it was determined that in 30 years, the sea level will rise five feet; that's devastating for the Island. Mr. Larson looked into coastal resiliency on how to maintain our properties. A 5 -foot rise would eliminate Hulbert Avenue and half of Madaket. We are gathering data and information. 4. Visco — Asked about the tobacco regulations. Santamaria — We have a public hearing scheduled for December 13. It will be in the Wannacomet Water Company conference room. Two specific regulations define age: tobacco and nicotine delivery products, which includes marijuana. We are changing the age from 18 to 21 to mirror the State regulations. Marijuana laws already require to be age 21 just to enter the building. Green Lady Dispensary has applied for retail; the other two applications are for a company out of Colorado that is looking to open in 2019 but we don't have data from those. ACK Natural is also looking for a 2019 permit. 5. Visco — Asked for an update on mosquito control. Weld — She doesn't know what happened in the legislature, but no one expects there to be resistance to get the Island out from under the State Reclamation Board. Santamaria — He was talking to the Health Director from Plymouth who asked if we do aerial spraying of the saltmarshes. Our program is so good, we have not had any issues. 6. Cooper — Asked about the deer population and deer meat donation program.
