HomeMy WebLinkAbout02272015 Sewer Planning Work Group Minutes2015 02 27 minutes approved 2015 04 01 MEETING Minutes TOWN OF NANTUCKET Pursuant to MGL Chapter 30A, § 18-25 Committee/Board/s SEWER PLANNING WORK GROUP Day, Date, and Time Friday, February 27, 2015, 9AM Location / Address 4 Fairgrounds, Training Room 1.Call to order: Chair Wheatley called meeting to order 9:04 a.m. Attending; Steve Anderson, Matt Fee, Mike Glowacki, Dual Macintyre, Charlie Stott, Chair Wheatley. Staff; DPW Director and Finance Director. 2.Review minutes from February 5, 2015. Minutes distributed at the meeting. Defer action until next meeting. 3.Allocation of Capital Costs for Sewerage Expansion a.Finance Director Turbitt presented the model for betterment costs in the needs areas according to assessed values, using his work to date on the Miacomet area as an example (Miacomet because it has the fewest number of parcels and this experiment is to determine whether the effort is warranted to model each of the areas). i.Group discussed components of assessed values and concurred with the recommendation of the Finance Director that the land component best reflects the potential of any site. ii.By unanimous consent, the group dismissed theoretical ways that costs could be allocated as inequitable: frontage, area and per parcel are no longer under consideration. b.Further discussion of the principles that should guide our discussions on equitable distribution of costs. Members are encouraged to submit thoughts to the chair so that they can be compiled for review and action by work group with a goal of developing a policy statement to guide assignment of capital costs for the Updated CWMP. 4.Public Outreach: to be determined 5.Next meet Wednesday, March 25, 2015 9:00 a.m. Focus on the warrant articles. Further development of principles underlying equitable allocation of costs. Future meeting with Natural Resources Manager on Septic Management Plan, and review of the checklist following Town Meeting action. 6.Adjourned 11:27.
