HomeMy WebLinkAbout06022014 Sewer Planning Work Group Minutes1 2014 06 02 spwg minutes approved 2-5-15 Minutes Committee/Board/s SEWER PLANNING WORK GROUP Day, Date, and Time Monday, June 2, 2014 3PM Location / Address Conference Room, Town Building 1.Call to order. 2.Review minutes from March 7, 2014, meeting: deferred 3.Status of SPWG progress on work plan: Chair Wheatley summarized that SPWG has not met since we had the phone conference (April 4) with the consultant regarding the format for in-person meetings on the study areas. We had asked for information from the consultant. There were a number of questions on the data we have seen, such as the split of flows and loads between high and low seasons. In addition, they were to provide us with a copy of the spreadsheet they were using for their analysis, so that we could give them guidance on how to make the spreadsheet easier to use for discussion. Members expressed considerable frustration and disappointment that SPWG continues to await the “availability” of representatives from Woodard & Curran. .  SPWG discussed the need to develop policy recommendations on: Calculation and application of the Privilege Fee for capital costs associated with Surfside and Sconset wastewater treatment plants; Cost recovery for betterments associated with expansion of the collection system to service new connections; Variances for both privilege and betterment fees and for Enterprise Fund changes; Communication with property owners on expansion and fees for expansion of wastewater treatment system; and Septic system maintenance. Chair summarized that development of these policies requires understanding of the treatment system capacity, the cost of facilities, the number of existing connections, the number of properties in the existing sewer districts which can be added, and other data from both the CWMP and the Updated CWMP. The funding questions which we had developed at prior meetings do not cover all of the data we need to complete our policy recommendations since they do not include data from the updated CWMP. Because the updated CWMP will have different recommendations for expansion of the Sewer Districts and timing of that expansion, we will have to use those data to actually analyze the costs to ratepayers and taxpayers of various policies. 4.Date and topics for next meeting: June 12, with Woodard & Curran
